The Specified Offices Defined Contribution Pension Fund (SODCPF), established under the Specified Offices Defined Contribution Pension Fund Act, 2011 as amended, hereby invites eligible, registered, licensed and suitably qualified service providers to submit sealed bids for the provision of Retirement Fund Administration Services for a period of three (3) years.
Scope of Services
The successful Administrator will be responsible for the full range of retirement fund administration services including, but not limited to:
- Member records and contribution administration
- Benefits and claims processing
- Pensioner payroll
- Accounting and reconciliations
- Investment administration interfaces
- Member communications
- Regulatory and governance support
- SLA reporting
- Systems and data governance
- Internal controls
- Cybersecurity and business continuity
- Relationship management
- Transition and data migration

Eligibility
Bidders must:
- Be registered and licensed by the Central Bank of Lesotho to provide retirement fund administration services in Lesotho.
- Be in good standing with all regulatory bodies.
- Be tax compliant.
- Not be debarred.
Procurement Method and Evaluation
This procurement is conducted by Open Competitive Tendering using the Lowest Cost Based Selection methodology.
The evaluation shall be conducted in the following four (4) sequential phases:
- Preliminary Examination
- Technical Evaluation
- Financial Proposal Evaluation
A bidder must pass each phase before proceeding to the next. Failure at any phase shall render the bid non-responsive and shall not proceed further.
