The Government of Lesotho, through the Ministry of Education and Training (MoET), has received a credit financing of US$20 million from the World Bank (IDA) for the implementation of the Lesotho Education Improvement Project (LEIP), which runs from 2024 to 2029. The project aims to improve the quality of teaching and enhance the physical learning environment in primary and secondary schools, benefiting approximately 204,934 students.
Position Objective:
MoET seeks to recruit an Environment and Social Safeguards Specialist to support the Project Facilitation Unit (PFU). The role will ensure compliance with the project’s Environmental and Social Management Framework (ESMF), Environmental and Social Management Plan (ESMP), Stakeholder Engagement Plan (SEP), and Environmental and Social Commitment Plan (ESCP).
Minimum Qualifications and Experience:
Option 1 (Master’s Degree):
- MSc in Environmental Engineering, Environmental Science, Environmental Management, Social Sciences, or related fields
- Minimum 5 years general work experience
- Minimum 6 years specific experience in environmental and social safeguards in donor-funded projects (e.g., World Bank)
- Proven experience with ESIA/ESMPs, OHS, GBV/SEA/TIP, Labor Management Procedures, GRMs, and SEPs
Option 2 (Bachelor’s Degree):
- BA in Environmental Engineering, Environmental Science, Environmental Management, Social Sciences, or related fields
- Minimum 8 years general experience
- Minimum 9 years specific experience in relevant field as outlined above
Other Requirements:
- Familiarity with the regulatory and institutional frameworks relevant to environmental and social safeguards in Lesotho
- Computer literacy (Word, Excel, Project, PowerPoint)
- Experience with multilateral development institutions and donor-funded projects
- Excellent oral and written communication in English and Sesotho
- Familiarity with ESMF and SEP documents for this project
- Understanding of Basotho social and cultural norms is an advantage
- Knowledge of relevant national environmental legislation

Duration:
The appointment will run for approximately 3 years, until July 2028.
