BACKGROUND

The USAID Africa Trade and Investment (ATI) program is a five-year, flexible buy-in mechanism jointly managed by the USAID Africa Bureau, Middle East Bureau, and Africa Regional Missions. It was designed to mobilize enterprise-driven solutions that increase trade and investment in Africa, including North and Sub-Saharan Africa. It strengthens Africa’s markets by developing new trade and investment relationships, particularly between the United States and African continent. It also works to achieves development outcomes across all sectors.

POSITION DESCRIPTION

The Reporting and Analysis Manager will support the MEL team with statistical and economic analysis, MEL and reporting. . The Reporting and analysis Manager will support the ATI MEL Director with drafting, monitoring, and reporting on the Performance Monitoring and Evaluation Plan (PMEP) and progress against each activity; in monitoring/facilitating sub-activities, ensuring technical support to each activity area is effective and efficient. He/she will provide support of the information management and design of a monitoring and reporting system including development of program indicators to help inform USAID, the Chief of Party, and Technical Program Officers of project status and progress toward achievement of key results. He/she will be responsible for the following:

KEY DUTIES AND RESPONSIBILITIES

Research and Learning

  • Develop and lead project Research and Learning/Evaluation Agenda in close collaboration with project teams and oversee research initiatives in areas where there are gaps in knowledge or data.
  • Collaborate with the project team in identifying project lessons, processes, tools, and/or outcomes for documentation, and design a system for capturing lessons learned and best practices and sharing that learning broadly through articles, events, conference, etc.
  • Support and contribute to the development of flexible, adaptable and user-friendly measurements, learning and knowledge management mechanisms with innovative data visualizations and dashboards to support results-based decision-making, ensuring storytelling across the results framework, funding streams, etc. Develop surveys and survey administration protocols to assess outcomes and impact of project interventions.
  • Data visualization software experience, power bi, statistical analysis packages

Monitoring and Evaluation

  • Contribute to the ATI Activity Monitoring Evaluation and Learning plan (AMELP), results reporting, data use systems and activities, and the project evaluation strategy. Contribute to development of procedures for timely collecting, storing and reporting indicators, establishing baselines, measuring changes in status, attributing results to project activities, and assessing overall impact of project results.
  • Support the project to support theory of change exercises and MEL frameworks to establish the foundation of technical approach and measurement system and ensure alignment with the project’s goals, objectives and R&L agenda.
  • Working closely with the project team, subcontractors, other partners and stakeholders in achieving high MERL standards and the collection, analysis, utilization, dissemination of data and learning.
  • Monitor quality and completeness of data, ensuring that project MEL meets USAID standards by supporting the development of data quality assurance mechanisms including data quality audits and document lessons learned and best practices in MEL according to USAID guidelines
  • Provide evidence-based strategic technical guidance to the project, and document project performance against established outputs and indicators.
  • Support and coordinate the overall MEL capacity , including preparation of written guidance, training and mentoring project staff, and reviewing annual work plans and routine reports (includes interacting with ATI senior management team, USAID, and local partners on needs and ensuring that local MEL staff, consultants, and partners can fulfill these needs).
  • Lead and manage technical review of MEL reporting and ensure quality of project written communications; support the project management team in the production of the quarterly and annual reports and updates of the MERL results, including all reporting to clients.

ANALYSIS AND REPORTING

  • Collect, manipulate and analyze program data for patterns and trends and translate this into accessible and digestible information for uptake by project staff at all levels of operation.
  • Conduct secondary analysis of datasets from trade surveys
  • Perform statistical/data visualization with the application of graphical and other visual formats to be used in other written reports and meeting presentations
  • Conduct internal and external studies

REPORTING:

The Reporting and Analysis Manager will report to the ATI MEL Director

QUALIFICATIONS:

Required:

  • Bachelor’s degree in a related field.
  • 9+ years of progressively responsible experience in monitoring evaluation, program management, or knowledge management
  • 5 years of experience in a USAID MEL function with responsibility for data collection and maintenance of MEL systems
  • Substantial experience with baseline survey design, supervision and analysis
  • Experience training local partners and staff in MEL and knowledge management initiatives
  • Excellent writing and organizational skills and experience preparing well-researched reports
  • Demonstrated ability to work collaboratively with institutional and private-sector partners and stakeholders in a multi-country setting
  • Proficiency in database management and data analysis
  • Experience in development of web-based data management system is a plus
  • Excellent writing, speaking, and reading skills in English.

Skills:

  • Excellent technical skills in quantitative and qualitative monitoring and results measurement (MRM) methods.
  • Strong quantitative and qualitative analytical skills with the ability to interpret complex and conflicting information, generate ideas and establish means of effectively testing them.
  • Strong strategic thinking skills and good judgment – the ability to reflect on the variety of likely impacts or outcomes from the activity and to determine pragmatic approaches to getting results.
  • Strong written and verbal communication skills in English and the ability to communicate complex issues with clarity and structure, and to deliver documents to the highest level of professionalism.
  • Ability to think strategically and critically, and to bring imagination to solving problems with substantial complexity and ambiguity.
  • Excellent interpersonal skills and emotional intelligence: a genuine team player with strong listening, negotiating, and persuasive skills.
