Background
The Ministry of Agriculture, Food Security and Nutrition has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of the Wool and Mohair Value Chain Competitiveness Project and intends to apply part of the proceeds for the recruitment of consulting services.
The use of IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies, and procedures. IFAD and its officials, agents, and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses, and liabilities of any kind arising in connection with the project.
Scope of Services
The consulting services will support the Ministry of Agriculture, Food Security and Nutrition to:
- Develop a performance-based contract for each asset
- Facilitate leasing of asset management to selected entities
- Prepare performance-based entrustment contracts
For each asset, the draft performance contract will be based on:
- Analysis of asset profitability
- Revenue forecasts
- Projections of services (quantity and quality) to value chain players
- A financial sustainability plan
Invitation to Consultants
The Ministry of Agriculture, Food Security and Nutrition (“the Client”) invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services.
Interested consultants should submit information demonstrating that they have the required qualifications and relevant experience to perform the services.
Compliance and Policies
Interested consultants are advised to review the following IFAD policies:
- Anti-Money Laundering and Countering the Financing of Terrorism Policy
- IFAD Policy on Preventing Fraud and Corruption in its Activities and Operations
- IFAD Policy on Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse (SEA)
- IFAD Privacy Policy
By participating, consultants confirm that they have read, understood, and agreed to these policies.
Conflict of Interest
Consultants must not have any actual, potential, or perceived conflict of interest.
A consultant will be disqualified if:
- They have access to undue or undisclosed information influencing the process
- They participate in more than one EOI under this procurement
- They have business or family relationships with relevant personnel involved in the procurement process
Consultants are required to disclose any conflict of interest during:
- EOI preparation
- Selection process
- Contract execution
Failure to disclose may result in disqualification, contract termination, or other actions under IFAD policies.
Rules on Engagement of Government/Client Staff
The following rules apply:
- No current board member or employee of the Client may be part of a consultant’s team
- Government employees may not work as consultants under their own ministries or agencies
- Former employees may be engaged provided no conflict of interest exists
- Government employees proposed must:
- Be on leave without pay, or
- Resign or retire before contract award
Supporting certification must be submitted with the technical proposal.
Where a consultant proposes engaging a former client employee who left within the last 12 months, a written “no-objection” from the client is required prior to submission.
Selection Method
The consultant will be selected using the Quality and Cost-Based Selection (QCBS) method, as outlined in the IFAD Project Procurement Handbook available at:

Shortlisting Criteria
- General experience of the firm/company – 20 marks
- Specific experience in similar assignments – 40 marks
- Key experts – 20 marks
- Financial capacity – 20 marks
Consultants may associate with other firms through joint ventures or sub-consultancies to enhance their qualifications.
Clarifications
Requests for clarification must be submitted via email no later than:
- 16 June 2026 at 16:00 hrs (Lesotho time)
Responses will be provided by:
- 19 June 2026 at 16:00 hrs (Lesotho time)
Submission of Expressions of Interest
Expressions of interest must:
- Be submitted in written form using the prescribed forms
- Be delivered to the address below no later than:
26 June 2026 at 12:00 hrs (Lesotho time)
