REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR GENERAL MANAGEMENT, OPERATIONS AND MAINTENANCE OF A FRESH PRODUCE MARKET CENTRE AT TSIKOANE, LERIBE.
- INTRODUCTION
The Ministry of Small Business Development, Cooperatives and Marketing (MSCM) has constructed a Fresh Produce Market Centre at Tsikoane in the district of Leribe. Construction of the facility is expected to be completed by February, 2020. The purpose of constructing a Fresh Market Centre is to provide individual farming enterprises, companies and associations with a facility where fresh vegetables and fruits can be arranged and presented in a manner that comply with the modern market standards and requirements. The facility will also provide distribution, marketing and sale of the products to various market outlets. In its endeavour to achieve its strategic objective of private sector participation, the Ministry wishes to engage a potential Private Operator for general Management, Operations and Maintenance of the facility for the concession period of 5years.
The facility comprises of the following areas: collection, sorting, cleaning, storage, distribution and disposal of fresh products. An approximate area of the site is 10.39 Acres while the facility covers approximately 1.5 Acres.
- OBJECTIVE
The Ministry of Small Business Development, Cooperatives and Marketing is working towards fulfilling one of its strategic objectives of promoting private sector participation. The main objective is basically to increase value-addition and market integration through investment in agro industry and development of agribusinesses. Hence the engagement of private sector in operationalization of fresh produce market centre in Tsikoane Leribe makes it more responsive to this particular national need.
- PREQUALIFICATION CRITERIA
- SITE VISIT
Site visit will be conducted on Wednesday 26th November, 2019. All interested Parties are expected to assemble at 10:00 a.m. at the main taxi stop at Tsikoane, Leribe Near Main Entrance to the facility.
- SUBMISSION OF EOIs
Interested parties are invited to submit their expression of interest which includes business profile, confirmation, and enough evidence that the Potential Operator meets the prequalification criteria.
Expression of interest shall be submitted in a sealed envelope clearly marked “Management, Operation and Maintenance of Fresh Produce Market Centre at Tsikoane-Leribe”. The Expression of interestmust be deposited in a tender box at the Procurement Unit, Ministry of Small Business Development, Co-operatives & Marketing, Fairways Plaza, Maseru 100, Lesotho on the 3rd December, 2019 on or before 12:00noon. The Expression of interest will be opened on the same day at 2:30hr in the presence of company’s representative/s who may choose to attend.
The expression of interest must be delivered in one (1) original and two (2) copies.
