REQUEST FOR EXPRESSION OF INTEREST (EOI)
CONSTRUCTION OF CLINIC BUILDING
Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), also referred to as Baylor Foundation Lesotho, is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centered HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, and other child health conditions.
BCMCFL intends to construct a new clinic building on the grounds of its Centre of Excellence (COE) located at Bots’abelo, near Queen ’Mamohato Memorial Hospital. BCMCFL therefore invites interested Lesotho registered contractors in category A and B only to take part in a competitive tendering process by expressing their interest to carry out the work, following which only the short-listed tenderers shall be invited to tender for the execution of the works.
Scope of Work
The basic components of the project comprise of:
- Construction of a single storey building.
- Connectionto the existing sewage line.
- Connection to existing water storage tank.
- Connection of electrical network and to existing standby generator.
The contractor will carry out the following trades:
- Earthworks,
- Foundations,
- Mansory,
- Carpentry and Joinery,
- Roofing,
- Electrical and Mechanical works,
- Plumbing and Drainage,
- Plastering,
- Floor Finishes,
- Wall Finishes,
- External works.
Business Requirements
The following requirements are mandatory. Failure to submit any of the following will result in disqualification due to non-compliance.
- Company profile
- Valid Business Identity Card or Traders License
- Valid Tax Clearance Certificate
- Valid Category Certificate (From Ministry of Public Works-Building Design Services, certified at source)
- Valid VAT Certificate (where applicable)
- Project Organogram
- Past experience with below details

Submissions
The EOI must be one document in pdf format. The contractor is required to provideone EOI submission electronically with “Expression of Interest for Proposed Clinic Building” as the subject heading and submit to [email protected].
The EOI must be submitted on or before Tuesday 14May 2024 at 13H00 local time.
Late submissions will not be accepted.

Contact
Contact by any means whatsoever with Baylor Foundation Lesotho personnel is not permitted during the EOI process other than as required through existing service arrangements and /or as requested by Baylor Foundation Lesotho as part of the EOI process.
- Any form of canvassing by the Contractor to any member of staff or consultant, for purposes of influencing the outcome of the EOI process will automatically disqualify the Contractor from the evaluation process.
- Contractors shall not offer or give any consideration of any kind to any employee or representative of Baylor Foundation Lesotho as an inducement or reward for doing, or refraining from doing, any act in relation to the obtaining or execution of this or any other contract with Baylor Foundation Lesotho.
General Terms and Conditions
- The Contractor shall not assume that information and/or documents supplied to Baylor Foundation Lesotho at any time prior to this request are still available to Baylor Foundation Lesotho, and shall consequently not make any reference to such information document in its response to this request.
- An omission to disclose material information, a factual inaccuracy, and/or a misrepresentation of fact may result in disqualification of a bid, or cancellation of any subsequent contracts.
- Baylor Foundation Lesotho’s decision on EOIs received shall be final and binding.
- Failure to comply with any of the terms and conditions as set in this document will invalidate the EOI.
Disclaimers
This EOI is a request for expression of interest only and not an offer document; answers to it must not be construed as acceptance of an offer or imply the existence of a contract between the parties. By submission of its EOI, Contractors shall be deemed to have satisfied themselves with all terms and conditions of this EOI and have accepted them as such.
Baylor Foundation Lesotho makes no representation, warranty, assurance, guarantee or endorsements to Contractors concerning the EOI, whether regarding its accuracy, completeness or otherwise and Baylor Foundation Lesotho shall have no liability towards the Contractors or any other party in connection therewith.
Baylor Foundation Lesotho shall not provide debriefing for this stage of the process.
Baylor Foundation Lesotho reserves the right to:
- Amend any EOI conditions, validity period, specifications or extend the closing date and/or time of EOI’s before the closing date.
- Verify any information contained in the EOI.
- Request documentary proof regarding any information provided in response to this EOI.
- Vary, alter and/or amend the terms of this EOI at any time prior to the finalisation of its evaluation hereof.
- Cancel or withdraw this EOI as a whole or in part without furnishing reasons and without attracting any liability.
Expression of Interest form
The completion of this form is compulsory. Submission of this form will ensure that you receive all relevant communication concerning this EOI. Baylor Foundation Lesotho will not be obligated to communicate with, or respond to queries from organizations that do not complete and submit this form by the indicated due date.
