We are seeking exceptional candidates in the Southern Africa region to support USAID’s Southern Africa Energy Program, a Power Africa initiative.
 
SAEP works to advance energy policy and regulatory reform and accelerate investment to increase power generation and access to electricity throughout the region. According to World Bank data, less than 25% of the non-South African population living in the Southern African region have access to electric power. The limited reliable power affects the competitiveness of Southern African industry, agriculture, and the economic opportunity and health conditions for rural populations, women, and youth. Through strengthening the enabling environment and facilitating public and private transactions, SAEP leverages the momentum of private investment to help focus SAEP’s resources in ways that best support the reform of national and regional energy ecosystems. SAEP also works to ensure that these advances contribute to reducing emissions, improving climate resilience, and mitigating the effects of climate change in Southern Africa. At the same time, SAEP produces the tangible results needed to create a sustainable cycle of additional reforms, increased investment and continued political will.
The objective of USAID’s Southern Africa Energy Program (SAEP) is to increase electricity availability and access in Southern Africa. This is to be done by facilitating transactions and strengthening the enabling environment for public and private sector investment in the power sector. SAEP will address five (5) key constraints to such investment: i) ineffective regulation, planning and procurement for energy; ii) low commercial viability of utilities; iii) limited regional harmonization and cross border electricity trade; iv) lack of demonstrated and scaled clean and renewable energy and energy efficiency technologies and practices, and v) weak institutional and human resource capacity for energy sector management.
 
Position Description, Objectives and Project Overview:

Deloitte Consulting LLP seeks a Renewable Energy and Energy Efficiency Deputy Lead. The successful candidate will support SAEP’s Outcome 4 (OC4; Renewable Energy and Energy Efficiency) to meet the SAEP project goals. The position is offered in the framework of the USAID Southern Africa Energy Program (SAEP).
 
Roles and Responsibilities:

The Renewable Energy and Energy Efficiency Deputy Lead will support SAEP Outcome 4: Renewable Energy and Energy Efficiency Lead to meet the SAEP project goals. This position will provide general engineering support and provide other renewable energy strategy, climate, planning, and implementation activities. The specialist will assist in various aspects to help achieve the OC4 and broader project goals.
 
This position support SAEP and its counterparts with the following, amongst other activities specifically assigned by the OC4 Lead (or a person designated by the OC4 Lead):
Act as a technical specialist and technical project manager to provide technical assistance to counterparts, in close collaboration with other team members
Contribute to the design and implementation of activities in the field of renewable energy
Provide technical support related to climate integration, greenhouse gas mitigation, adaptation, climate finance and climate equity.
Participate in short-term assignments in the region as technical specialist or project coordinator on OC4 activities
Design and implement activities related to renewable energy to bring renewable energy projects online in accordance with SAEP goals
Manage project work-plan activities related to renewable energy and climate, including schedules, reporting, deliverable completion, and counterpart interaction
Provide technical and business input to regulatory, strategic and system design aspects of the electricity sector
Contribute to conceptual designs and stakeholder engagement on renewable energy projects
Support counterparts to evaluate and short-list bidders from expression of interest submissions under competitive procurement by identifying leading practices for evaluation criteria, developing evaluation templates, and providing advisory support to structure competitive evaluations
Support counterparts to develop requests for proposals by identifying leading practices for terms of reference that encourage the participation of private project developers
Support counterparts to prepare evaluation reports by identifying good practices for evaluation report contents and structure
Using engineering leading practices, provide advisory support to counterparts as they analyze engineering-related components of project proposals
Minimum Skills, Educational Qualifications and Experience:
Bachelor’s degree (master’s advantageous) in an energy-related field  
Five to ten (10) years of professional experience in the implementation of projects related to the generation, transmission, or distribution of electricity
Three to five years of professional experience supporting climate related initiatives in developing countries, ideally with USAID programs 
Experience in the planning, design and implementation of engineering projects is required
Excellent oral and written communications skills, including demonstrated ability to communicate effectively with different stakeholders with diverse education levels and in a multi-cultural environment
An advanced ability to write technical and non-technical reports is essential
Ability to develop, analyze and articulate project issues and to diagnose problems and propose reliable solutions
Demonstrated ability to establish productive relationships with senior government officials, the business community, civil society, and international donors, particularly on politically sensitive and highly visible issues
Demonstrated ability to collaborate with others, driving results across multiple workstreams
Strong individual initiative, including the ability to take ownership of work and work product, motivate others to produce strong work product and solve problems
Strong understanding of and demonstrated experience working in the Southern African power sectors. A broad knowledge of technology and policy developments within the power and related sectors is an advantage
Prior experience on a donor-funded energy sector project delivery. USAID-funded project preferred
Fully proficiency in English with excellent writing and oral communication skills; strong research skills, teamwork, and interpersonal skills
Strong individual initiative, including the ability to take ownership of work and work product, motivate others to produce strong work product and solve problems
Demonstrated ability to collaborate with others, driving results across multiple work streams
High proficiency in Microsoft Office suite (e.g., Excel, PowerPoint, Word)
