The government of Lesotho is implementing the Smallholder Agriculture Development Project II (SADP II) with financial support from The World Bank, Government of Japan and the International Fund for Agricultural Development (IFAD). The project covers ten districts – Maseru, Leribe, Butha-Buthe, Berea, Mafeteng, Mohale’s Hoek, Quthing, Qacha’s Nek, Thaba-Tseka and Mokhotlong. SADP is coordinated by the Project Management Unit based in Maseru. The Ministry of Agriculture and Food Security intends to apply a portion of the proceeds of this loan to eligible payments under the contract of rehabilitation of Irrigation Schemes in Leribe at Thaba-Phats’oa and Mohale’s Hoek at Nk’hunk’hu.
Bidders may Bid for one or both contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), and is open to all eligible Bidders.

A complete set of bidding documents in English may be obtained by interested eligible bidders at the following address: Procurement unit, Smallholder Agriculture Development Project II, Department of Livestock Services Moshoeshoe II Maseru.
CONDITIONS:
6.1. The bids must be on official letterhead stamped, dated and signed by authorized representative of the company.
6.2. The bid must be in English Language.
6.3. All bids must be accompanied by a bank guaranteed Bid Security of Twenty thousand Maloti per lot. (LSL 20,000.00).
6.4. ATTACHMENTS
a) Valid Traders License
b) Valid Tax Clearance and VAT certificate if applicable.
6.5. VALIDITY OF BID
Bids should be valid for 120 days from date of issuance.
6.6. SITES VISITS
There will be compulsory site visit as follows:
• Thaba-Phats’oa on the 7th July, 2022 at 10:00 hours
• Nk’hunk’hu on the 8th July, 2022 at 10:00 hours.
Replies to clarifications requested by bidders will be emailed directly to bidders. All responses to clarifications will be posted on the Project website www.sadpii.org.ls and bidders are solely responsible for monitoring the website during the bidding process for all clarifications/amendments with respect to this IFB.
Attention is brought to the Procurement Regulation requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
Bids must be in one sealed envelope labeled and delivered to the address below on or before 28th July 2022 at 12:00 noon. Electronic bidding will not be permitted and late bids will be rejected.
All bids must be accompanied by a bank guaranteed Bid Security of Twenty thousand Maloti per lot. (LSL 20,000.00)
