Letter of Invitation
Rehabilitation of A4 Road from Mpiti–Sehlabathebe Junction to Qacha’s Nek Border Gate
- The Roads Directorate has secured funding for the rehabilitation and construction of the A4 Road from Mpiti–Sehlabathebe Junction to Qacha’s Nek Border Gate.
- Proposals are invited from international contractors and locally registered Category A contractors with proven capacity and experience in road rehabilitation and construction.
- International companies not categorized by the Roads Directorate must pay a non-refundable registration fee of M20,000.00 to be eligible to submit a bid.
- Bidding documents may be purchased upon payment of a non-refundable fee of M5,000.00. Payment should be made via transfer or deposit to:

Proof of payment must be presented to the Roads Directorate. POS/Swiping is available at the Finance Division (Room G03), Roads Directorate Headquarters.
- A compulsory site visit and pre-tender briefing will be held on Friday, 4th July 2025 at 09:00 hrs.
- Assembly Point: Mpiti–Sehlabathebe Junction
- Coordinates: 29°05’33”S, 27°44’56”E
Attendance is at the bidder’s own risk and cost.
- Tender documents will be available for purchase starting 24 June 2025.
- All tenders must be submitted in sealed envelopes, clearly labeled as per the Instructions to Tenderers, and must include:
- Tender Security of M50,000.00 in the form of a Bank Guarantee
- Valid Tax Clearance Certificate (certified at source)
- Valid Trader’s License Certificate (certified at source)
- Completed bid documents must include:
- 1 original, 3 copies, and 1 soft copy on a memory stick
- All documents must be clearly marked “original” or “copy”
- Envelopes must bear no identification of the bidder and be marked:
“Rehabilitation of A4 Road from Ha Mpiti to Qacha’s Nek Border Gate”
- Submissions must be deposited in the Tender Box at:
- Roads Directorate, Ground Floor, Room G11
- Corner Senate and Lepoqo Roads, Industrial Area, Maseru
- Deadline: Thursday, 31st July 2025 at 12:00 Noon
Late bids will be rejected.
- Bids will be opened on the same day at 14:30 hrs by the Roads Directorate’s Tender Board in the presence of bidders or their representatives who choose to attend.
