Rehabilitation of 10 WASH Facilities
1.0 BACKGROUND
1.1 UNICEF Lesotho is supporting Ministry of Health an integrated humanitarian response to mitigate the impacts of El Niño and La Niña in Lesotho. The project aims to improve access to life-saving and life-sustaining health, nutrition, protection, and Water, Sanitation, and Hygiene (WASH) services for communities affected by severe food insecurity and recurrent climate-related shocks. Within this framework, the WASH component focuses on addressing critical gaps in water, sanitation, hygiene, and infection prevention and control (IPC) in health care facilities.
1.2 UNICEF will rehabilitate WASH facilities in 10 health care facilities, install disability-inclusive WASH infrastructure, and promote safe hand hygiene practices among health workers, patients, and caregivers.
1.3 These interventions will be implemented across five districts: Maseru, Qacha#s Nek, Quthing, Mohale’s Hoek, and Mafeteng (two facilities per district).
2.0 DEFINITION
2.1 Rehabilitation of WASH facilities refers to the demolition & reconstruction work within the existing facilities mentioned below as generic items. They will vary based on the specific needs of each facility.
3.0 SCOPE OF WORK
3.1 Objective: The objective of these Terms of Reference is to guide a bidding exercise to identify suitable Contractors to execute the Works described below within the agreed quality, budget and timeline. The general aim of the Project is to rehabilitate Water, Sanitation and Hygiene (WASH) facilities in 10 healthcare facilities so that the target facilities with basic WASH services are functioning listed below.
3.2 Nature of works and location: This Project includes the rehabilitation of WASH facilities 10 HCFs 10 healthcare facilities across 5 districts – Maseru, Qacha#s Nek, Quthing, Mohale#s Hoek, and Mafeteng (two facilities per district).
3.3 Organization of project into phases: This is a once-off project that is not part of a larger healthcare facilities rehibition project.
3.4 Division of project into lots: The Project is geographically divided into five (5) lots: Lot 1: Semonkong and St. Leonard Health Center in Maseru District Lot 2: Matelile and Ribaneng Health Center in Mafeteng District Lot 3: Lithipeng and Mpharane Health Center in Mohale’s Hoek District Lot 4: Dili Dili Health Center and Quthing Hospital in Quthing District Lot 5: Sekake Health Center and Machabeng Hospital in Qacha’s Nek as shown below
