Job Summary
The Registrar of Trade Unions, Employers’ Organizations and Bargaining Councils shall be responsible for overseeing registration of trade unions, employers’ organizations, bargaining councils and collective agreements, and their compliance with the Labour Act 2024.
The position is also responsible for supervision, development and discipline of staff in the Office of the Registrar, as well as communication and coordination of the activities of the office.
Main Duties
- Examine applications for registration and issue certificates of registration to trade unions, employers’ organisations and federations.
- Register organisations and bargaining councils in the manner prescribed in the Act.
- Issue certificates of registration in accordance with the provisions of the Act.
- Examine and register collective agreements for adherence with the law.
- Maintain records of annual reports and trade union and employers’ organisation details.
- Ensure adherence to legal requirements and conduct membership verification of trade unions, employers’ organisations and bargaining councils.
- Publish in the Government Gazette a list of deregistered trade unions, employers’ organisations and bargaining councils.
- Approve and reserve names of trade unions and employers’ organisations to prevent duplication or misleading names.
- Enforce provisions of the Labour Act 2024 and advise stakeholders accordingly.
- Submit an annual report to NACOLA on all matters transacted by the Registrar under the Labour Act.
- Provide policy direction for regulation of trade unions, employers’ organisations and bargaining councils in the country.
- Perform any other function or duty imposed on the Registrar, or exercise any powers conferred upon the Registrar, in accordance with the provisions of the Act.
Minimum Qualifications
- LLB; OR
- BA Social Sciences + PGD in Labour Law from a recognised university, plus relevant managerial/administrative experience; OR
- Degree in Industrial Relations plus a minimum of 10 years’ experience in a related managerial/administrative field.
