Context:

Under the direct supervision of Regional Director for IOM’s Regional Office for Southern Africa and in close coordination with the Protection Division at HQ, the Regional Thematic Specialist (Protection) will act as a regional thematic resource person and will monitor and analyse the regional thematic trends, developments of projects in the thematic areas of migrant protection and return & reintegration, as well as will supports regional thematic project development and implementation. The Incumbent will be responsible for defining the IOM strategic role in the Region on relevant thematic areas, representing IOM with donors, partners, and stakeholders, providing technical guidance to Country Offices under the Regional Office on regional programmes, and identifying and planning a coordinated response to the capacity development needs in the Region.

Core Functions / Responsibilities:

  1. Act as a thematic resource person providing capacity development support, training, and general support to the Country Offices (COs) in the Region. Contribute to developing the capacities of IOM staff in the thematic area through a combination of formal training, on-the-job mentoring and coaching.
  2. Review, endorse, and track project proposals developed by COs in the Region, and provide regular updates to the concerned HQ Division on projects endorsed. Ensure that all endorsed projects are:
  • consistent with the IOM Constitution, IOM’s Strategic Vision and the Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies;
  • coherent, relevant, and feasible, and take into account good practices in the respective migration/thematic area(s);
  • developed according to IOM’s project development procedures as established in the IOM Project Handbook.
  1. Identify emerging issues relevant to the thematic area and contribute to the development of thematic policy and reports. Monitor developments in the thematic area, in close collaboration with the Regional Policy and Liaison Officer (RPLO), where available, COs and relevant HQ Departments.
  2. Develop regional and multi-country programmes and projects in the thematic area and identify anticipated synergies between thematic areas in close coordination with the Regional Project Development Officer (RPDO), where available.
  3. Provide advice to COs on resource mobilization. Review and endorse narrative donor reports submitted by COs, according to the procedures specified in the IOM Project Handbook.
  4. Participate in and actively contribute to IOM’s network of Regional Thematic Specialists (RTS)globally, analyze and share best practices with relevant HQ Divisions and COs.
  5. Develop regional thematic guidance notes, information sheets and policy documents in coordination with the RPLO, COs and relevant HQ Division(s).
  6. Provide thematic guidance to Project Managers through sharing information with the COs at the regional level and providing expert technical guidance and support upon request from the field in coordination with the RPLO.
  7. Ensure the delivery of quality thematic training to government authorities as required by COsin the Region.
  8. Support regional strategic planning exercises, and provide support for country level strategic planning, as required and in collaboration with the RTSs.
  9. Represent IOM in the Region by actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Regional Director.
  10. Provide thematic and administrative oversight to staff, interns and consultants recruited by the Regional Office for specific regional and thematic activities.
  11. Act as Officer-in-Charge in the absence of the Regional Director, as required.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/ or Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience in the field of migration issues, including operational and field experience, IOMproject development, and management;
  • Demonstrated high level of expertise in the thematic area relevant to project development;
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs;
  • Knowledge of monitoring and evaluation; and,
  • Experience of working with regional issues is a distinct advantage.

Skills

  • Demonstrated excellent analytical and problem-solving skills, ability to think strategically;
  • Demonstrated competence in protection of vulnerable populations and first-hand experience indelivery of protection and assistance services to migrants;
  • Proven ability to work effectively and harmoniously within a team of colleagues from variedcultures and professional backgrounds; and, • High degree of responsibility and motivation.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
