Salary: Between $70,000 -$90,000 USD per annum. An offer will be made within the indicated salary range and will be both competitive and commensurate with experience and candidate location.

Contract length: Full-Time (Initial 2-year fixed-term contract) 

Location: Africa, with a strong preference for Nigeria, Senegal, Ghana or Tanzania. 

Reports to: Director of International Programmes 

Team: 3 direct reports(possibly more). 

Preferred start date: February/March 2024 

Physical demands: Regional and in-country travel may be extensive at times, more limited travel internationally. 

Background 

International Budget Partnership (IBP) works to ensure that all people, especially underserved communities, have the right and ability to understand and influence how public money – their money – is raised and spent. IBP is a nonprofit organization fiercely dedicated to ensuring governments use public funds to help those that need it most. We partner with budget analysts, community organizers, and advocates in 120 countries to advance public budget systems that work for people. Together, we generate data, advocate for reform, and build the skills and knowledge of people so that everyone can have a voice in budget decisions that impact their lives. 

The International Budget Partnership (IBP) is currently implementing a tax equity initiative in Africa that is supporting civil society organizations to influence tax policies and practices. The program began in 2021 in Senegal and Nigeria. In 2023 it expanded into two additional countries – Tanzania and Ghana and we have plans for further growth. 

Although there has been a dramatic growth in civil society organizations utilizing information to analyze and influence public budgets in recent years there has been relatively little work at the national level scrutinizing government revenues. This project will promote a more political approach to increasing domestic revenue by strengthening civic actors to advocate for equitable tax policy and administration, thereby putting pressure on governments to raise revenue in a way that promotes rather than exacerbates inequality. It will support voices especially lower income groups previously marginalized from discussions and limit the ability of powerful interests to disproportionately influence tax decisions thereby reshaping the social contract. 

About this role 

The International Budget Partnership (IBP) is looking to appoint a Regional Tax Manager (Africa). This newly created position will lead the Africa Tax Equity Initiative and manage the IBP global tax team to implement all components of the program and be responsible for coordinating key activities with internal IBP and external resource persons.  

The program focuses primarily on building civil society tax analysis and advocacy capacity in countries of operation, as well as on persuading regional and international actors and country governments of the benefits of effectively including civil society in tax policy decision-making. This work responds to the growing global consensus of the importance of tax policy for advancing democratic governance, addressing social inequalities, and combating climate change.  

This is an opportunity for a person with tax policy expertise and a passion for civil society advocacy that is motivated by the ambition to make quality contribution to a new program in the leading international civil society organization focusing on fiscal accountability. In this role you will work collaboratively to ensure that tax policy contributes to financial sustainability, equity, and poverty reduction.  

We seek an experienced manager, with excellent external representation skills and a strong network of influence with civil society, government and other key stakeholders. The successful candidate will manage a small but capable team with significant expertise and experience, to effect change and impact lives by ensuring that public resources match public priorities. You will need technical expertise to lead this team and contribute to advancing strategic objectives in several areas.

Role responsibilities – Essential duties of the job include, but are not limited to, the following:

  • Leads strategy development for the initiative including regular reviews and reflections. 
  • Provides global oversight and supports the SPO’s to effectively monitor progress and effectively address challenges encountered during implementation of the tax initiative. 
  • Work with the Director of International Programmes, the IBP global tax team, and Development team in securing further resources needed for IBP to expand and consolidate its tax work, including managing relationships with key program partners, and providing the optimum mix of support that partners require to increase the impact of their strategic engagement. 
  • Partner with all relevant country-level Planning, Monitoring, Evaluation and Learning (PMEL) teams, as well as the Strategy and Learning Teams (SALT) in Washington DC to establish an appropriate framework to monitor progress and learn from the initiative. 
  • Oversee the implementation of all grants and awards to IBP for work falling within the priorities of the tax equity initiative and engagements and leads on reporting to funding partners. 
  • Designs and leads the regional advocacy piece of the initiative working closely with the global policy & advocacy team. 
  • Coordinate with all other IBP teams as may be required to advance the impact of the tax initiative across the organization 
  • Lead outreach and communications with partner NGOs and other groups working on tax 
  • Participates in IBP all-staff retreats, and in all Tax Team meetings.  
  • Develops terms of reference for independent contractors required in the implementation of the IBP global strategy, negotiates and secures approval for these terms of reference, and recruits and manages consultants for IBP as appropriate. 
  • Implements and complies with IBP administrative and financial protocols, policies and procedures.
