Purpose of the position:

Provide overall leadership in program assessment, design, implementation, monitoring and evaluation in all field locations within the defined Region and ensure that they are consistent with WV’s country strategy, standards, policies and procedures to deliver high standards of quality programming. The role will require to ensure integration of development, HEA and advocacy and that appropriate sectorial interventions are applied in area development programs and special projects to achieve maximum impact in alleviating poverty of partner communities.

Major Responsibilities

Strategy Development and Planning:

  • Lead the development and review of the annual operation plans and budgets of projects and programmes, in line with global, regional and national guidelines.
  • Support and monitor implementation of projects/programmes are being managed and implemented in a manner that will result in achievement of goals within set time frame and allocated resources.
  • Support integration of all programmes within the regional programmes/ operations and ensure that Christian commitments is integrated in end-to-end programming processes (assessments, designs/redesigns, monitoring, evaluation and reflection).
  • Map out funding gaps and support preparation and/or review of key funding proposals before they are submitted to the potential support offices and donors.
  • Ensure well coordinated and effective communication between Operations Base, Projects and national office
  • Support integration of all programmes within the regional programmes/ operations and ensure that Christian commitments is integrated in end-to-end programming processes (assessments, designs/redesigns, monitoring, evaluation and reflection)

Leadership and management:

  • Steer the implementation of management decisions/recommendations in the region and programmes/ projects in order to meet quality standards, and promote alignment with strategies and standards
  • Ensure integration of all sectoral programs, HEA, advocacy including cross cutting themes in the ADP plan and implementation.
  • Provide guidance on integration of advocacy and disaster/ risk management in field level development programmes and programme/ project designs and implementation strategies.
  • Support implementation of Partnership and NO strategies, guidelines, initiatives and policies in the region.
  • Develop regional human resource development plan, and manage staff development/ growth in order to build a cadre of high performing staff and regional teams.
  • Support rolling out of partnership and national level initiatives and adaptation of policies/guidelines.
  • Ensure well coordinated and effective communication between Operations Base, Projects and national Office.
  • Ensure that quality monthly, Semi-Annual and Annual financial and narrative reports are submitted on time.

Financial and Assets Management

  • Provide support to Area Programs within the designated region in development of annual plans and budgets during planning and budgeting periods-Ensure that all regional programs are managed within the planned time frame and approved budgets within acceptable cost efficiency rations
  • Identify and manage over or under spending in a timely manner.
  • Risk management- conduct pre-operational audits to minimize any risks.
  • Ensure that assets in the programmes, including fleet, are managed in line with policy and set guidelines.

Partnerships, Networking and advocacy

  • Build strategic partnerships, networks, coalitions and alliances at the regional level and link it with national level strategic engagements.
  • Strengthen partnerships at the local level by building capacity of local institutions and effectively engaging them in development processes
  • Provide leadership to global advocacy campaigns and spearhead, coordinate and promote regional level advocacy, lobbying and influencing initiatives
  • Document lessons and learning’s from the regional programmes and projects and link them with national level advocacy initiatives

Compliance to ministry standards

  • Ensure that sponsorship management business processes, standards and policies are operationalized and followed-through in programmes
  • Oversight support to programmes on use of sponsorship data to inform evidence-based programming
  • Guide and support the development programme level business processes.
  • Monitor and oversight support in management of sponsorship performance in compliance with partnership standards.
  • Monitor and support operationalization of child protection and participation strategies, policies and.
  • Ensure adherence and compliance to child protection policies, standards and protocols.
  • Conduct project visits and lead project monitoring processes by staff and partners

Capacity Building and Knowledge Management

  • In collaboration with P&C and QM department, facilitate the assessment, development and implementation of the capacity building plan of the AP staff to address quality needs and priorities.
  • Contribute in the documentation of best practices and contribute to the WV’s community of practice and center of excellence.

KNOWLEDGE, SKILLS AND ABILITIES:

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Must have a university degree in development studies or related field.
  • Must have at least 7 years’ experience in rural development work, preferably within World Vision.
  • Must have good analytical and problem solving skills.
  • Excellent command of the English language, both written and spoken.
  • Knowledge of financial management.
  • Must be computer literate in Microsoft Word, Excel and other software packages.
  • Must be able to communicate in a cross-cultural environment.
  • Master’s degree will be an added advantage.
  • Must have worked with for an INGO before.

Other Requirements:

  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend in daily devotions and weekly Chapel services.
  • Perform other duties as required.
  • Must have a valid drivers licence with 3 years’ driving experience
