SUMMARY OF THE MANAGER
The Regional Procurement Manager is based in South Africa (Johannesburg) and has the mandate to develop a regional procurement strategy, to develop knowledge management and networking as well as MSF procurement capacity in order to strengthen the support to the operations wherever OCB operates in the Region and the South Africa Office. working in close collaboration with the local teams in the countries and the MSF-Office
The Regional Procurement Manager covers both goods and services requirements.
REPORTING LINE
The Regional Procurement Manager reports hierarchically to the Direction of the South Africa Office and functionally to the Head of Procurement based in Brussels.
RESPONSIBILITIES:
The main responsibilities of the Regional Procurement Manager are as follows:
· Develop and manage knowledge concerning local and regional markets, regional commercial and customs agreements, local commercial laws & regulations and politics, as well as about MSF operational contexts and needs in a region,
· Develop a regional network both internally and externally
· Develop a regional procurement strategic vision articulating with the supply design and strategy at regional and local levels, consistent with operations strategic goals,
· Identify and implement procurement synergies among MSF entities whenever possible,
· Provide strategic advice on strategic procurement to the field staff,
· Provide coaching and training to the field staff
· Develop the procurement community of practice with field staff in the Region
EXPERIENCE REQUIREMENTS AND TECHNICAL COMPETENCIES
• Education : Master’s degree in business administration or supply chain management
• Professional experience: At least 5 years of experience in procurement including data analysis, sourcing, complex negotiation and contracting or a position in a different domain entailing the same components ; a good knowledge base in supply chain processes and financial budgeting are required;
• Field experience in procurement /supply chain functions with MSF or another NGO is a plus
• Experience in project management is an added value
• English is the essential mission work language of communication and an ability to speak local language is desirable
• Computer literacy: proven ability to work with Office and ERP, in particular a good command of excel is a must
ADDITIONAL AND DESIRED SKILLS, REQUIREMENTS ANDATTRIBUTES:
• Ability to work transversally, in a multi-cultural environment and in remote mode is required
• Analytical mindset, organizational skills and autonomy are a must
• Result-orientation and customer service orientation are necessary
• Proven diplomacy, ability to develop professional network and listening skills are required
• Commitment to MSF values is compulsory
• People management and development experience is essential
• Behavioral flexibility
• The position requires mobility to travel in the region (50% of the time)
