REPSSI (the Regional Psychosocial Support Initiative) is a renowned pan African organisation that has been supporting governments and non-governmental organisations to provide holistic psychosocial care and support to children and their families in East and Southern Africa for 18 years now. REPSSI works in 13 countries and aims to enhance the psychosocial and mental wellbeing of girls, boys, youth their families and communities to be able to respond to challenges such as HIV and AIDS, conflict, poverty, climate change, environmental disasters and social strife.

REPSSI’s strategy is underpinned by four strategic outcomes:

  1. Enhanced health, SRHR, and HIV outcomes for children, adolescents & mothers through MHPSS
  2. Enhanced protection and sustainable livelihoods through MHPSS
  3. Education and Early Childhood Development is enhanced through MHPSS
  4. Disaster risk reduction and enhanced humanitarian response through MHPSS

REPSSI seeks to appoint an early career Monitoring and Evaluation professional willing to grow on the job. As the Regional Monitoring and Evaluation Officer you will lead project monitoring, evaluation and learning efforts for the organization. You will develop monitoring, evaluation and reporting systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting. Under your guidance, the organisation will use monitoring data to maximize program impact. The position reports directly to the Director of Programmes.

Duties and Responsibilities

1. Setting up an MEL system:

§ Develop and maintain an updated logical framework and a result matrix for the REPSSI Strategic Plan 2021-2025.

§ Support the development of Annual Work Plans and Budgets (AWPB) with a specific focus on Monitoring, Evaluation, Reporting and Learning activities and related tasks.

§ Develop the framework for REPSSI MEL activities – annual programmatic reviews, evaluations (impact), process monitoring, lessons learned workshops, monitoring support visits, etc.

§ Design and implement all MEL related tools and processes and the Terms of Reference for these, where applicable – indicator dictionaries, data collection tools, reporting formats, survey questionnaires, evaluations, etc.

§ Identify MEL human resources needs, and guide recruitment or task allocation when relevant.

§ Develop a plan for strengthening capacity for effective implementation of the MEL system.

§ Facilitate training when relevant for REPSSI and partner programme staff.

2. MEL Implementation:

§ Design and implement procedures for physical and process monitoring, based on the AWPB, and Strategic Implementation Plan 2012-2016 results matrix.

§ Guide Country Offices, Country Representatives and Programming teams on the development of reports.

§ Inform and participate in external monitoring visits by International Cooperating Partners and other strategic partners.

§ Plan for and deliver regular lessons learned activities.

§ Recruit and supervise individuals/organizations that may be required to conduct assessments or studies aimed at evaluating REPSSI Programme results and impact.

3. Communication:

§ Prepare MEL reports regularly for Executive Management, as agreed.

§ Consolidate semi-annual and annual reports, for submission to Executive Management, as per approved reporting formats and timings.

§ Lead the production of donor specific reports.

§ Inform Communications Team of ‘newsworthy’ information when applicable.

§ Visit the field regularly to support the compilation of case studies and success stories.

§ Excellent relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.

§ Team leadership abilities with diverse/multi-disciplinary teams. Coaching/mentoring skills.

§ Strong communications and presentation skills; able to develop tailored and persuasive messaging for varied audiences.

§ Proactive, resourceful, solutions-oriented and results-oriented.

Minimum Qualifications and Experience:

§ Master’s degree in a development related field, and a post-graduate qualification in Monitoring & Evaluation.

§ At least 2 years work experience in a similar position.

§ Familiarity with statistical analysis, both quantitative and qualitative;

§ Demonstrated expertise in designing and implementing rigorous quantitative and qualitative research, rapid appraisals, and methods for data analysis.

§ Knowledge of M&E issues and indicator development for HIV and mental health service delivery, policy and advocacy, and social norms change activities.

§ Excellent report writing, analytical and oral presentation skills.

§ Experience in knowledge management and dissemination of learning.

§ Demonstrated experience supervising, managing and developing staff.

§ Knowledge and experience of M&E systems and software.

§ Familiarity with project cycle management;

§ Proficient in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.

This is a 3-year contract position subject to availability of donor funding and good performance. Remuneration will be commensurate with skills and experience. REPSSI is committed to the principles of employment equity.
