Context:

Under the overall supervision of the Regional Director for Southern Africa, the direct supervision of the RMDHub Project Coordinator a.i. and in close coordination with relevant RTSs and Experts of the Regional Migration Data Hub (RMDHub) for Southern Africa, the successful candidate will be responsible for implementing migration data analysis activities in the region as well as providing technical support to regional and country offices with data and knowledge management production.

Core Functions / Responsibilities:

  1. Coordinate the analysis of the data gathered by the RMDHub including through surveys, focus group discussions, in-depth interviews and data available from other sources to facilitate the development and presentation of outputs aimed at describing migration dynamics, trends and patterns in the region.
  2. Assist with the development of content for the Regional Migration Data Hub for Southern Africa (RMDHub), by providing inputs for the development and maintenance of an integrated methodology for the analysis, sharing and storage of data collected by National Statistical Systems in the region.
  3. Linked to the RMDHub, coordinate with IOM’s Global Migration Data Analysis Centre (GMDAC), in particular on the Global Migration Data Portal’s regional data overview page, regional aggregation and upcoming national data section , on data innovation and related capacity building on migration data.
  4. Regularly conduct data analysis and generate statistical reports on a timely basis commensurate to the needs of the IOM missions in the region, the Regional Office and relevant partners as the needs may be.
  5. Support the Displacement Tracking Matrix (DTM) regional and country teams to clean, collate and analyse routine and ad hoc datasets and carry out population movement analysis.
  6. Analyse available datasets in view of contributing to the development of analytical reports and materials, preparing infographics and maps based on the data collected within IOM sample surveys, focus group discussions, in-depth interviews, DTM assessments and data available from other sources for further dissemination among the government and non-government stakeholders.
  7. Provide support through coordination of dataset cleaning, coding open-ended questions, supporting the process of harmonizing and standardizing data and relevant documentation in line with IOM and DTM data standards or other relevant stakeholder needs, to facilitate further data analysis and analytical reports preparation.
  8. Support the RMDHub and country offices with new research and surveys as well as ongoing or innovative DTM assessments, including by contributing to methodology development, design of questionnaires and data collection tools, and supporting preparation and execution of data collection and quality control activities. Conduct trend analysis of migration data from the RMDHub database for use in the Regional Migration Report.
  9. Assist in the interpretation of statistical findings for research reports, briefing notes, policy briefs and other materials as required for IOM publication
  10. Conduct desk-based research tasks and field assessments, in coordination with relevant colleagues in the RMDHub, with the view enhancing the availability of qualitative and quantitative data in the region.
  11. Support with cross-regional data cleaning, data processing and analysis for reporting purposes. Provide recommendations and guidance to relevant colleagues to improve quality and consistency of monitoring data collected.
  12. Assist RMDHub staff in the development of research and reports, snapshots on the migration dynamics and trends in the region.
  13. Follow and report on UN and other stakeholder technical working groups related to statistical methodologies for data collection and representation.
  14. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Statistics, Migration Studies Demography, Political Science, International Relations, or related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Solid work experience in the analysis of large datasets with a strong quantitative analysis component;

• Solid experience in a variety of statistical software including SPSS, STATA, R, SAS;

• Working experience with mobile data collection tools such as KOBO or ODK is desirable;

• Experience in managing data collection, entry, and maintenance;

• Experience with sampling methods and implementation of surveys using techniques such as key informant interviews and focus group discussions;

• Professional experience with a UN agency, or an international organization, is an advantage.

Skills

• Working knowledge of GIS and spatial analysis tools including ArcGIS Desktop, Server and Online is desirable;

• Proven ability to develop surveys and questionnaires, and finalize survey’s findings’ tables and statistical reports;

• Proven ability to present research findings to different stakeholders including from government, donor community, academia, practitioner etc;

• Ability to provide technical training to country office staff on data analysis and representation is considered an advantage ;

• Knowledge of migration issues, particularly regarding the Southern African region;

• Strong computer literacy;

• Ability to produce quality work accurately and concisely according to deadlines;

• Strong organizational skills;

• Excellent writing, communication, negotiation and analytical skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Portuguese, or other regional language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
