Job Summary:
FHI 360’s East and Southern Africa Regional Office is seeking a Regional Crisis Response Technical Advisor to coordinate the development of ESARO’s humanitarian response activities throughout the region, providing leadership to ensure rapid, scale-able and high-quality emergency response programming. Under the supervision of the Regional Director, and in strong collaboration with the Crisis Response headquarters team, the incumbent will fill a critical role in ESARO to supporting business development, program strategy design, capacity building of regional staff, quality assurance of program activities at the regional and field office levels, and overall improvement of program and operational support functions as related to humanitarian response.

Accountabilities:
Provide technical leadership in a specific technical component and/or program wide activities.
Conduct field assessments of emergency needs and develop a medium- and long-term humanitarian response capacity strategy in collaboration with the host country government, the UN system, other humanitarian organizations.
Participate in the design, development and implementation of emergency response programs that meet the near and longer-term program objectives and needs of affected communities, and work toward ensuring country programs maintain the understanding, readiness, and know how to predict emergencies and maintain the elasticity to rapidly and effectively stand up humanitarian activities and ensure FHI360’s work toward bridging the humanitarian-to-development nexus.
Working closely with the Crisis Response team ensure implementation of high-quality humanitarian assistance interventions.
Develops and maintains collaborative relationships with donor/client organizations, relevant to influence responses and promote delivery of inclusive and high-quality humanitarian services.
Ensure compliance with FHI 360 policy, procedures and practices throughout the program; recommend country or emergency specific policy/procedure adjustments and improvements as required.
Coordinate with country office, Crisis Response team and ESARO to troubleshoot implementation issues; make recommendations for corrective actions
Develops tools for the design, implementation of specific technical components and dissemination of tools, protocols and interventions for Humanitarian assistance.
Maintains a constructive dialogue and technical exchange with field counterparts, technical staff of implementing partners, and provides technical guidance and capacity strengthening for ESARO support staff.
Supports and participate in the analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
Participate in regional meetings, technical working groups, workshops and conferences discussing the design and implementation experiences in humanitarian work in the ESA region.
Provides leadership and team building, internal and external trainings as appropriate, and contributes significantly to development, dissemination, and reinforcement of FHI360 response capacity in relevant for a.

Education: Bachelor’s Degree or its International Equivalent – Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.Master or other advanced degree preferred.

Experience:
Typically requires minimum of 9 years leading complex on-site emergency response projects and/or programs; including 3 – 4 years of senior level project management and/or emergency response. Experience in the region highly preferred.

5-8 years relevant experience with a Masters’ degree will be considered.
Knowledge and application of Core Humanitarian Standards (CHS) and Sphere standards and Red Cross/NGO Code of Conduct, that includes humanitarian architecture and current practice and minimum standards in humanitarian response.
Experience working with Office of US Foreign Disaster (OFDA) preferred.
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.
Demonstrated experience in multi-sector project management and implementation.
Demonstrated work planning and scheduling, staff development and capacity building experience.
Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
Must be able to read, write, and speak fluent English; fluency in French is a strong advantage.
Experience operating in insecure environments including experience establishing startup operations/projects in new countries preferred.
