The Africa InCORE (Integrated Corridors for Economic Growth in Africa) programme aims to strengthen the capacities of the AU Commission (AUC) and AUDA-NEPAD in implementing the Programme for Infrastructure Development in Africa (PIDA). The programme supports the transformation of transport corridors into green economic development corridors through integrated planning, infrastructure project preparation, and investment mobilisation.
To support its partnership with the North-South Corridor, managed by the Southern African Development Community (SADC), GIZ is recruiting a Regional Advisor Infrastructure Development and Private Sector Engagement based in Gaborone, Botswana, with frequent travel within the region.

Responsibilities
Under the supervision of the Project Manager, the successful candidate will be responsible for implementing the Africa InCORE technical assistance programme for the North-South Corridor in support of SADC and ensuring effective collaboration between Africa InCORE and key stakeholders across Southern Africa.
Key Tasks
- Support the establishment of a Corridor Management Institution (CMI) for the North-South Corridor.
- Set up and coordinate the North-South Corridor Technical Working Group.
- Develop a Transformation and Investment Plan to transition the North-South Corridor into a North-South Economic Corridor based on prioritised regional value chains and catalytic projects.
- Facilitate the provision of advanced advisory services through AUDA-NEPAD’s Service Delivery Mechanism (SDM) to priority infrastructure projects.
- Mobilise additional resources from relevant project preparation facilities.
- Promote private sector participation in the planning, financing, and implementation of infrastructure projects along the North-South Corridor.
- Co-organise study visits, benchmarking exercises, and peer-learning activities for corridor stakeholders.
- Design and deliver capacity-building activities, including gender-responsive infrastructure development initiatives.
- Prepare for and participate in appraisal and implementation missions, including identifying partners and projects for support.
- Collaborate independently with Francophone stakeholders.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in:
- Economics
- Business Administration
- Infrastructure
- Engineering
- Transport
- Spatial Planning
- Environmental and Social Sciences
- Or a related field relevant to the position
Professional Experience
Applicants must have at least ten (10) years of relevant professional experience and demonstrated knowledge in:
- Infrastructure development at continental, regional, and national levels in Africa, particularly in transport, energy, and ICT sectors.
- Working with regional and international public and private sector networks involved in infrastructure development and infrastructure finance.
- Value chain development and industrialisation.
- Advising infrastructure-sector stakeholders at various levels, preferably within AU, continental, or regional institutions.
- Collaboration with Regional Economic Communities (RECs), Corridor Management Institutions (CMIs), and similar intergovernmental organisations.
- International development cooperation, including multi-stakeholder management, concept development, scaling approaches, and co-financing processes.
