Background
Since 2004, GIZ has been a reliable and trusted partner of the African Union (AU) to enhance inclusive growth and sustainable development on the African continent in line with the AU’s Agenda 2063: The Africa We Want.
With around 250 staff, the GIZ African Union support programmes cooperate with the AU Commission (AUC), as well as the AU’s specialised institutions and agencies, such as the Development Agency AUDA-NEPAD, at continental, regional and national level in more than 40 member states.
The programme Africa InCORE (Integrated Corridors for Economic Growth in Africa) aims at improving the capacities of the AUC and its implementing agency AUDA-NEPAD for the realisation of its ambitious Programme for Infrastructure Development in Africa (PIDA).
In this context, Africa InCORE supports several transport corridors on the continent to transform from transit transport corridors into green economic development corridors. To achieve this, Africa InCORE supports regionally integrated planning approaches, provides technical advisory for early-stage infrastructure project preparation, and supports investment mobilisation for transport, energy, ICT and industrial infrastructure projects across prioritised regional value chains.
It has a strong emphasis on promoting private sector participation in the planning, financing and implementation of infrastructure projects along African corridors.
Currently, Africa InCORE collaborates with AUDA-NEPAD in supporting the Central Corridor in Eastern Africa and the North-South Corridor in Southern Africa. The North-South Corridor is managed by the Southern African Development Community (SADC), headquartered in Gaborone, Botswana.
For the support of its partnerships with the North-South Corridor, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is recruiting a Senior Advisor for Infrastructure and Corridor Development, to be based in Gaborone, Botswana, with frequent travel in the region.
GIZ therefore invites suitably qualified and experienced individuals to apply for the following position:
Responsibilities
Under the supervision of the Project Manager, the Position Holder is responsible for implementing the Africa InCORE technical assistance programme for the North-South Corridor in support of SADC, ensuring active liaison between GIZ AU’s Africa InCORE programme and its key stakeholders in the Southern African Region, including GIZ programmes such as the regional energy portfolio (ENGAGE) and the GIZ SADC portfolio.
Tasks
- Support the establishment of a Corridor Management Institution (CMI) for the North-South Corridor.
- Set up and coordinate the North-South Corridor Technical Working Group.
- Develop a Transformation & Investment Plan from the North-South Corridor to the North-South Economic Corridor, based on prioritised regional value chains and catalytic projects.
- Provide advanced advisory services via experts from AUDA-NEPAD’s Service Delivery Mechanism (SDM) to priority infrastructure projects in the Corridor (early-stage project preparation).
- Mobilise additional resources from other relevant project preparation facilities.
- Promote private sector participation in the planning, financing and implementation of infrastructure projects along the North-South Corridor.
- Co-organise study visits for key corridor stakeholders to well-established economic development corridors and other benchmarking and peer-learning activities.
- Design and deliver capacity enhancement activities for relevant corridor actors based on a participatory capacity needs assessment, including on gender-responsive infrastructure development.
- Prepare for and participate in appraisal and implementation missions, including the identification of relevant partners and potential projects to support.
- Facilitate independent exchanges and collaboration with Francophone stakeholders.
Requirements
Qualifications
- Advanced university degree (Master’s or equivalent) in Economics, Business Administration, Infrastructure, Engineering, Spatial Planning, Transport, Environmental & Social Sciences, or fields related to the position’s profile.
Professional Experience
Qualification should be enhanced by at least 10 years’ relevant working experience and understanding of the following:
- Infrastructure development at continental, regional and national levels in Africa, covering corridor-relevant sectors including transport, energy and ICT.
- Collaborating with regional and international networks of public and private sector actors in the field of infrastructure development and infrastructure finance on the African continent.
- Value chain development and industrialisation.
- Advisory to actors in the infrastructure sector at various hierarchical levels, preferably AU and continental or regional institutions.
- Collaboration with RECs, Corridor Management Institutions (CMIs), and/or similar intergovernmental bodies.
- International development cooperation, including proven experience with multi-stakeholder management, concept development, scaling approaches and co-financing processes.
Other Knowledge and Additional Competences
- Very good conceptual thinking and organisational, moderating, presentation and communication skills, both oral and written.
- Ability to think and act strategically and analytically, as well as quick comprehension and an eye for the essentials, with personal responsibility for conceptually developing new topics and structuring efficient processes.
- Digital literacy, including the use of Artificial Intelligence solutions.
- Strong team player.
- Diplomatic skills and intercultural competence.
- English at least at C1 level.
- French at least at B2 level is a significant advantage.
Location and Travel
This position is Gaborone-based, with frequent travel in the region.
The position is open to nationals of AU Member States.
