Regional Accountant
The Lesotho Water and Sewerage Company (WASCO) invites applications from suitably qualified local candidates for the following position:
Job Title: Regional Accountant
Reports to: Credit Control Manager

The Regional Accountant is responsible for billing, debt management, cash collection, and expenditure control in the Northern Region. This role manages key customer accounts, ensures the implementation of the Company’s financial and credit policies, and oversees the reconciliation of all control accounts in the region.

METERING AND BILLING
โข Ensure that the billing system in the region is fully operational at all times, with support from the IT section.
โข Analyse reasons for estimated consumption and recommend appropriate actions to management.
โข Ensure timely disconnections and reconnections of accounts in the billing system.
โข Ensure that all sewered and connected customers are being billed accordingly.
โข Ensure that all newly connected customers are activated for billing.
โข Coordinate information flow between Area Managers and the Regional Billing Supervisors.
โข Produce relevant billing and metering reports.
DEBT COLLECTION
โข Review the debtors’ age analysis for urban centers and ensure prompt action on all overdue accounts.
โข Identify accounts that may require intervention by the Company’s Executive Management.
โข Liaise with Area Managers regarding customers due for disconnection and ensure that appropriate charges are raised and effected on customers’ accounts.
โข Ensure timely resolution of queries from urban centers.
โข Follow up on all unbilled accounts.
โข Submit lists of defaulting customers to Legal for further intervention.
โข Edit and update the third-party collections file.
โข Prepare monthly disconnection and reconnection reports for LEWA.
โข Attend to customer queries promptly.
โข Ensure implementation of established internal controls.
โข Prepare a monthly collection programme and monitor its implementation.
โข Compare actual collections against the programme and provide an analytical report.
โข Prepare debtors’ reconciliation in a timely manner and ensure necessary adjustments are made to the General Ledger.
BUSINESS DEVELOPMENT
โข Focus on growing WASCO’s business by identifying and activating unbilled customers.

โข Collaborate with internal teams to ensure WASCO sustainability.

โข Bachelor’s degree in Finance or related field
โข 5โ8 years’ working experience in a commercial role
โข Strong financial acumen with experience in budgeting, forecasting and commercial analysis
โข Strong understanding of utility sector, regulation and customer lifecycle
