Background
Since 2018, the Government of Lesotho (GoL) in partnership with United Nations Development Programme (UNDP) has been implementing the Lesotho National Dialogue and Stabilization Project (LNDSP). A key outcome of the dialogue process was the creation of a legal framework to safeguard the reforms implementation process and insulate it from possible interference by enacting the National Reforms Authority (NRA) Act, 2019. The NRA Act 2019 section 4 states that there is established authority to be known as the National Reforms Authority which shall have such powers [section 7 (1) – (3)] and perform such functions [section 8 (1) – (2)] as are necessary for the attainment of the objectives of this Act while section 12 (1) states that the Authority shall perform its functions within a period of one year from the date of the constitution of the Secretariat.
The National Reforms Authority is a statutory body established by an Act of Parliament (The National Reforms Authority Act No. 4 of 2019) to manage, coordinate and lead the reforms process in the implementation of the resolutions and decisions of Plenary II.
The Authority is looking for highly self – driven professionals to fill the following positions;
JOB TITLE : Reforms Clerk

PRIMARY PURPOSE OF THE POSITION
The incumbent will take responsibility, as Clerk, for the services provided to Members depending on the specific role. A Reforms Clerk will support scrutiny of legislation through committees. He/she will oversee all aspects of this process, from scoping and consulting to reporting and promoting.
Specific Duties and Responsibilities:
• Functions as Secretary to Committee.
• Researches into matters of Committee practice and procedures and prepares written opinions and papers for review.
• Records procedural issues and events that may arise during Committee deliberations and determines potential procedural ramifications.
• Produces a committee report for transmission to NRA Plenary.
• Keeps abreast of major procedural developments in other jurisdictions.
• Prepares the agenda for Committee meetings and supervises its distribution.
• Visits possible venues for Committee meetings to ensure their appropriateness.
• Advises Committee members of possible procedural implications rising out of suggestions.
• Enterprises to ensure compliance with /committee demands.
• Notes the decisions arising out of Committee meetings and ensures that all decisions are followed up and implemented.
• Maintains a record of the attendance of Members at sittings of the Committee.
• Prepares the draft Order Paper and coordinates the distribution of the Order Paper.
• Prepares Minutes of the Sittings of the Committee.
• Ensures the maintenance of records of Bills, Motions, Rules, Regulations, Orders and Papers.
• Performs other related duties as may be requested.
Requirements
Bachelor of Social Science/Bachelor of laws/ Bachelor’s degree in communication and media studies/ Marketing/Bachelor’s degree in International Relations; Political Science; Public Administration; Security Sector Management/Education/development studies/Economics/governance or any other related field or relevant Governance discipline
PLUS
• Minimum of five (5) years working experience in the relevant field.
CONTRACT DURATION FOR THIS POSITION IS:
• 3 Months Fixed term contract.
