Call for Application (CFA)

Rapporteur for Migration Dialogue for Southern Africa (MIDSA)

Background

Migration Dialogue for Southern Africa (MIDSA) was established in 2000 by the International Organization for Migration (IOM) in partnership with the Southern Africa Migration Project (SAMP), in close collaboration with the SADC Member States and relevant partners including; the International Migration Policy Programme (IMP) and the US Immigration and Naturalization Service.

The overall objective of MIDSA is to enhance inter-state dialogue and intra-regional cooperation on migration among the SADC Member States to enhance capacities for migration management and to improve migration governance at the national and regional levels in the Southern Africa Region. MIDSA has since become a platform for migration dialogue in an informal non-binding setting to ensure common understanding and policy coherence on migration and related issues.

Over the years, MIDSA has achieved concrete outcomes including progressive policy and operational recommendations at the technical and at the ministerial level for consideration and implementation by SADC member states. Cognizant of the fact that Regional Consultative Processes such as MIDSA provide a forum for enhancing the cooperation needed for attaining the migration-related sustainable Development Goals (SDGs), the 2019 meeting established the implementation of the 2030 Agenda as the basis of the discussions. The sixth ministerial MIDSA meeting brought together various ministries and institutions with migration-related functions and responsibilities from across the SADC governments for the first time since the adoption of the Global Compact for Safe, Orderly, and Regular Migration (GCM) in December 2018, in Marrakesh, Morocco. Considering that the GCM is rooted in the 2030 Development agenda, the various policy options it provides on migration governance and management should be considered within the context of the sustainable development of countries of origin, transit, and destination.

The specific objectives of MIDSA are to:

(a) Encourage the sharing of experiences, information, and good practices, including migration data and policies among others;

(b) Enhance knowledge and foster a greater understanding and policy coherence by policymakers, officials, and stakeholders of the migration phenomenon and migration dynamics amongst SADC member states;

(c) Build consensus and a common position among the SADC Member States on migration and related issues;

(d) Enhance national and regional institutional and technical capacities of member states for effective migration management in a collaborative and evidenced-based manner;

(e) Identify priority issues of common interest and concern to the SADC Member States focusing on technical cooperation, capacity building, information collection, dissemination and sharing and towards policy formulation and harmonization at the national and regional level;

(f) Identify common training needs and training programs to enhance capacities in the multifaceted aspects of migration management;

(g) Promote the ratification, application, and implementation of the Protocol relating to the free movement of persons;

(h) Promote continuous dialogue on migration through series of workshops, meetings, conferences, and seminars which brings together representatives of the SADC Member States and if necessary other stakeholders including countries of transit and destination, civil society and international Organizations for information exchange on the following identified priority issues:
