Video Production: Early and Unintended Pregnancy in Lesotho
TERMS OF REFERENCE (to be completed by Hiring Office)
Background: Teenage pregnancy remains a great challenge in Lesotho, estimated at 19 percent by the Lesotho Demographic Health Survey (LDHS) 2014. According to the LHDS, 19 percent of adolescent women aged 15-19 are already mothers or are pregnant with their first child. It further shows that teenage childbearing varies by district, from a low of 14% in Maseru to a high of 25% in Butha-Buthe.

On the other hand, a 2017 situational analysis report by the United Nations Education, Scientific and Cultural Organisation (UNESCO) listed Lesotho among the leading countries on early and unintended pregnancies. The UNESCO report showed that six out of 10 girls (60 percent) aged 15 to 19 in Lesotho are mothers or pregnant with their first child. This makes Lesotho second to Namibia (seven out of 10 girls) when it comes to high rates of unintended pregnancies in Eastern and Southern African (ESA) countries.
The report stated that overall unintended pregnancies in Lesotho were at 56 percent while early pregnancies stood at 19, 1 percent. The study further indicated that out of the overall 19, 1 early pregnancies, 22, 5 percent of these pregnancies happened in rural areas as compared to the 11, 7 percent in the urban areas.

While the report does not specify the rural areas where the early pregnancies are most prevalent, in 2018 the Ministry of Education and Training received an intelligence report alerting it of the situation at Maseribane High School in Quthing where 250 girls fell pregnant in 2018 alone.

The school was reported to have slightly over 1000 learners, inclusive of boys.

Meanwhile, Lesotho also has high maternal mortality at 618 /100 000 live births with some of the maternal deaths attributed to unintended teenage pregnancies.

In response to these challenges, UNFPA, the United Nations Population Fund supports the country in efforts to protect and fulfil girls’ rights. These include supporting comprehensive sexuality education to help young people make informed decisions and develop protective sexual behaviours against HIV transmission and prevention of teenage pregnancy as well as sexual and reproductive health care to help girls avoid pregnancy. UNFPA’s view is that CSE supports other initiatives in helping young people make informed decisions and develop protective sexual behaviours against HIV transmission and prevention of teenage pregnancy.

Purpose: To produce a multimedia video clip highlighting the factors and implications of teenage pregnancies as well as the role played by the Government of Lesotho and UNFPA in addressing the situation.

Scope of work:
(Description of services, activities, or outputs) Produce a five (5) minute video highlighting the factors and implications of teenage pregnancy in Lesotho with special focus on Quthing district including ‘Maseribane High School and community around. The video with highlights on adolescents including those who have fallen pregnant while in school, views of community members and teachers as well as those of the Government of Lesotho and UNFPA.

Specific Tasks:
Pre-Production
Inception: the team will meet (virtually) with the UNFPA team to agree on deliverables and discuss practical arrangements including travel, identification of key people to be interviewed, shooting locations.

Production:

  • A week dedicated to shooting
  • Conduct and film interviews of beneficiaries and relevant officials
    Post Production:
  • Editing and post-production of raw materials (including voice over, music, etc)
  • Add on video and photo materials from archives if necessary
  • Subtitling in Sesotho and English
  • Develop graphics, etc. (if necessary)
  • Review and Feedback (One Day) –a draft version of the video before the final delivery will be submitted to UNFPA
    Expected deliverables:
    • A five-minute video delivered on a hard drive or USB flash drive
    • Three 3 copies of the video on DVD at full resolution
    • Still pictures of interviewees, locations, etc
    • Video materials (first cuts, final edits and raw materials)
    • The video should be delivered in a format that is suitable for airing on television and delivery on online social media platforms
    Duration and working schedule: This assignment including any travel is expected to take duration of three weeks commencing immediately after the signing of the contract
    • The first week will be for shooting
    • The second week for editing and presentation of the first draft
    • The third week for finalisation and submission of the final product
    • Interviews will be conducted in Maseru and Quthing districts
    Place where services are to be delivered: • UNFPA Office, Maseru, Lesotho
    Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): The Producer will be expected to:
    • Deliver the first draft on the second week of engagement for review by UNFPA.
    • Deliver the final product based on the timelines outlined in the signed contract
    Monitoring and progress control, including reporting requirements, periodicity format and deadline: The Producer will be required to provide regular updates through one-on-one meetings, e-mails or telephonically.
    Supervisory arrangements: The Producer will be supervised by and report to the UNFPA Communication Assistant and National Programme Analyst BCC Adolescent and Youth.
    Expected travel: The Producer is expected to undertake travel to Quthing and within Maseru to conduct interviews and for shooting.
    Required expertise, qualifications and competencies, including language requirements: The Producer must meet the following minimum criteria:
    • Experience in producing videos/documentaries
    • Ability to meet deadlines and work under pressure to produce videos
    • Be willing to work on weekends
    Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable: UNFPA will provide the following additional information:
     Documents on the youth programme
     Relevant pictures where necessary
    Other relevant information or special conditions, if any:
    All the materials produced will remain the property of UNFPA.
