The Key Performance Areas and Responsibilities are:

  1. Quality management and assurance
  • Liaise with other directorates to establish quality standards and specifications for the design, development and delivery of services, procedures to assist staff in achieving these standards, and indicators that will be used to measure performance
  • Develop process maps in order to facilitate internal quality controls
  • Plan and schedule the annual quality programme
  • Implement internal quality controls to assess whether IDM internal operations and delivery processes adhere to agreed specifications, performance standards and delivery targets
  • Work closely with Internal Auditor on systems and procedures audits
  • Analyse performance against standards and define problem areas
  • Prepare and submit findings/recommendations reports to departments and to Senior Management and/ or Regional Office
  • Follow-up with the relevant departments to ensure that there are demonstrable processes and on-going efforts to improve the quality of services
  • Commission and facilitate the conduct of external assessments by national and international accreditation bodies
  • Drive the accreditation initiatives towards achievement of ISO certification award, and ensure that the requirements for accreditation are met
  • Support on-going research and review of the QA/QM framework used for internal quality controls and assurance
  • Develop and disseminate promotional materials, and organise quality workshops to inform and sensitise all staff throughout IDM on the importance of quality
  • Ensure that proper records are maintained to facilitate internal quality control, monitoring and evaluation process
  • Keep a complete, accurate and up-to-date database on quality assurance initiatives, processes and outcomes for IDM
  1. Registration and accreditation
  • Liaise with CHE for the registration and accreditation process
  • Clarify any aspects of registration and accreditation with Lesotho Qualifications Framework (LQF)
  • Submit applications for registration/accreditation
  • Coordinate response to queries from the regulatory bodies with regard to registration and accreditation
  • Communicate registration and accreditation decisions to Management, and coordinate with them for implementation of the regulatory body recommendations
  • Facilitate any appeals against the decision of regulators, as required
  • Liaise with Finance for payment of registration and accreditation fees
  • Keep accurate and up-to-date records on registration and accreditation with regulatory bodies
  • Coordinate the conduct of quality inspections / visits by regulatory bodies to monitor and ensure compliance with legislative and regulatory requirements


Skills and Qualifications:
Qualifications:

At least a Degree in Educational Management and a professional quality certification (ISO etc.) or any other equivalent qualification acceptable to IDM

Experience and working knowledge (length and type):

A minimum of 7years’ experience in quality management and assurance. Exposure to similar functions in a Training environment and/or a related regulatory environment would be an advantage
Technical competencies:

Knowledge of Training sector (policies, strategies, legislations, regulations)

Excellent knowledge of quality assurance theory, principles, practices and techniques

Excellent knowledge of Quality Management Systems and Programmes

Computer literate. Experience with systems and applications relevant to the specific work area Other competencies
