Overview:

The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free paediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, or other child health conditions.

Lesotho/Local Entities Advancing and Driving Health Responses (LEADR) is a proposed multi-year project funded by USAID intended to provide effective decentralized, differentiated, and integrated facility and community services to maximize equitable access to comprehensive HIV, TB, and COVID-19 interventions through a primary health care approach to ensure that clients have access to holistic services. Its goal is to support the Government of Lesotho to deliver high-quality integrated prevention, care and treatment services that will sustain the reduction in HIV, TB, and COVID-19 transmission, morbidity, and mortality in Lesotho through the implementation of a comprehensive, person-centered approach. If awarded to BCMCFL, the project will be implemented in Butha Buthe and Mokhotlong districts and at the BCMCFL Maseru Centre of Excellence (COE) and Mohale’s Hoek Satellite Center of Excellence (SCOE).

BCMCFL is looking for qualified candidates to fill in the following positions available on a full-time, Fixed-Term Contract basis.

Duties and Responsibilities

Position Overview:

The QI/QA Officer is responsible for ensuring optimal quality of health services in all supported sites. The incumbent will be responsible for implementing, monitoring, and evaluating all quality improvement and assurance activities in their respective districts. The QI/QA Officer will maintain and oversee implementation of internal Site Improvement Monitoring Systems (SIMS) activities to ensure alignment with procedures and guidelines.

As part of the roving team. The QI/QA Officer will also coordinate with DHMT personnel for the provision of joint validation, joint QI coaching, and Health Systems Strengthening joint mentorship and training activities with the DHMT. Joint supervision and mentorship visits will include spending a minimum of one (1) week at remote health facilities regularly.

Duties and Responsibilities:

Responsibilities include, but are not limited to the following:

  • Site Improvement Monitoring System
    o Undertake data collection for internal SIMS;
    o Mentor and train site level staff on SIMS;
    o Prepare sites for external SIMS exercise
  • Continuous Quality Improvement (CQI): Use appropriate tools to address performance gaps:
    o Perform cause and effect analyses to identify possibly causal factors;
    o Undertake Failure Modes and Effects Analysis (FMEA) to identify possible risks to attainment of set targets;
    o Use Pareto Analysis to identify vital few factors to address to improve performance;
    o Mentor sites in implementing quality improvement projects;
    o Monitor and institute use of quality improvement journals.
    o Institutionalization of exit (Client Satisfaction) surveys to establish Voice of Customer (VOC).
  • Quality Assurance
    o Take part in district level multi-partner Quality Assurance Technical Meetings;
    o Recommend and design interventions to improve service provision;
    o Mentor sites to comply with QA accreditation requirements.
  • Mentorship and supervision
    o Supervision of site level staff on QI/QA
    o Provision of technical support to districts on QI/QA.
  • Perform any other duty as directed by the administration.

Educational Qualifications, Work Experience and Key Competencies

  • A Bachelor of Science in a health-related field (Public Health, Nursing, etc);
  • Three (3) years or more working experience in a health setting in TB/HIV environment;
  • Experience working with QI/QA
  • A certification in quality improvement (e.g Total Quality Management (TQM), Lean Six Sigma (LSS). Etc.) is an added advantage.

  • Strong qualitative skills;
  • Intermediate MS Excel skills
  • Critical thinking

Key Performance Indicators:

Quality of work as indicated by achievement of specific output as detailed in the individual work plan
