Overview:

The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free paediatric and family-centred HIV and tuberculosis prevention, care, treatment and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. 

Comprehensive High Impact Community Based HIV Prevention, Testing and Treatment Initiation for Sustained Epidemic Control in Lesotho under the President’s Emergency Plan for AIDS Relief (CoHip SEC) is an upcoming five-year CDC funded activity that will be implemented by BCMCFL to provide comprehensive and evidence-based community HIV prevention, testing and treatment initiation for the general population and other at-risk groups such as youth, men, migrant and factory workers, as well as building capacity of local organizations, civil society organizations and community systems in implementing data-driven programming. The project will be implemented in Maseru, Mafeteng, Mohale’s Hoek and Berea Districts.

BCMCFL is looking for qualified candidates to fill in the following position available on a full-time, Fixed-Term Contract basis.

Quality Improvement & Quality Assurance Advisor

Based at: Maseru

Duties and Responsibilities

Position Overview:

The QI/QA is responsible for developing and installing systems to ensure optimal quality of health services in all supported sites. The incumbent will be responsible for developing, implementing, monitoring, and evaluating all quality improvement and assurance activities. The QI/QA Advisor will develop, maintain, and oversee implementation of internal Site Improvement Monitoring Systems (SIMS) activities to ensure alignment with procedures and guidelines. The position reports directly to Strategic Information Lead.

Responsibilities include, but are not limited to the following:

  • Site Improvement Monitoring System
    • Develop data collection tools and systems for SIMS
    • Mentor and train district level staff on SIMS
    • Coordinate and prepare for external SIMS exercise
    • Ensure proper documentation and follow-up of SIMS findings
  • Continuous Quality Improvement (CQI): Use appropriate tools to address performance gaps
    • Perform cause and effect analyses to identify possibly causes of poor performance
    • Institute Failure Modes and Effects Analysis (FMEA) to identify possible risks to attainment of set targets
    • Use Pareto Analysis to identify vital few factors to address to improve performance
    • Mentor districts in implementing quality improvement projects
    • Develop and institute use of quality improvement journals
    • Institutionalization of exit (Client Satisfaction) surveys to establish Voice of Customer (VOC)
  • Performance Optimization
    • Using data, identify and coach program leads on possible performance optimization projects
    • Take part in implementing program optimization projects
    • Identify and lead possible process improvement opportunities to optimize programming
  • Quality Assurance
    • Design and document data quality protocols
    • Take part in MOH Quality Assurance Technical Working Groups (TWGs) and similar platforms
    • Recommend and design interventions to improve service provision
    •  Assists districts and sites to comply with QA accreditation requirements
  • Mentorship and supervision
    • Supervision of district level QI/QA Officers
    • Mentorship of district teams on QI/QA
    • Provision of technical support to MOH on QI/QA
  • Perform any other duties as may be directed by the Administration.

Educational Qualifications, Work Experience and Key Competencies

  • A Post Graduate qualification in public health, epidemiology, implementation science or other related subjects
  • Five years or more working experience in a health setting- in a TB and HIV environment
  • Extensive experience working with QI/QA 
  • Experience managing people
  • A certification in quality Improvement (e.g Total Quality (TQ), Lean Six Sigma (LSS)) is an added advantage
  • Strong interpersonal skills

  • Strong quantitative skills
  • Intermediate MS Excel skills
  • Critical thinking
