PURCHASING OFFICER

Responsible To: Procurement Manager
Job Summary
The incumbent occupying this position reports to the Procurement Manager. He/She is responsible for facilitation of the purchasing process in accordance with the Council’s Financial Regulations as well as the Procurement Act 2023.
Main Duties
- Draw up procurement plans for purchases of assets, services and supplies.
- Negotiate and initiate procurement contracts on behalf of the Council.
- Prepare tender documents and the relevant reports.
- Maintain good relationships between suppliers and the Council.
- Maintain sound cooperative relationships with all Council departments, providing information and advice as necessary for the effective operation of the Council in general.
- Supervise all staff members in the Purchasing Section and ensure that they comply accurately with purchasing procedures and that the correct codes are used for every purchase transaction.
- Create and maintain inventory of all incoming and current supplies.
- Review and analyse all vendors and price options.
Qualifications
- A Degree in Supply Chain Management
OR BComm Degree in Accounting plus three years’ experience
OR - Technician Accounting Stage or related field
OR - National Diploma in Procurement and Supply Chain Management with three years’ experience in an equivalent position
