Job Summary
The Public Relations Manager is responsible for conducting research, developing and implementing public relations policies, and coordinating the government’s communication strategy. The incumbent ensures consistent messaging across ministries, manages stakeholder engagement, and strengthens the government’s image through effective communication initiatives.
Main Duties
1. Undertake Public Relations Research to Inform Policy
1.1 Participate in research consultations and study tours.
1.2 Analyse documents (policies, plans) and information gathered during consultations and study tours.
1.3 Draft reports on findings from consultations and study tours.
2. Design and Develop Public Relations Policies and Government Communication Strategy
2.1 Conduct government public relations cadre needs assessment surveys.
2.2 Conduct stakeholder analysis and mapping.
2.3 Facilitate workshops on public relations policy and communication strategy development.
2.4 Compile public relations policy and communication strategy drafts.
2.5 Prepare reports on workshops conducted for public relations policy and communication strategy development.
3. Manage Implementation of Public Relations Policies and Government Communication Strategy
3.1 Participate in the sensitization of all public relations officers on government communication strategies and policies.
3.2 Plan and oversee the implementation of public relations policies and communication strategies across ministries.
4. Coordinate All Government Public Relations Activities
4.1 Develop a Monitoring and Evaluation (M&E) Plan for public relations policy and communication strategy implementation.
4.2 Routinely monitor progress and compile periodic reports.
4.3 Evaluate policy impact and prepare evaluation reports.
4.4 Coordinate the planning of public relations activities across line ministries.
4.5 Organize government public relations meetings and events.
Job Specification
Education and Experience
- Master’s Degree in Public Relations, Communications, or Media Studies, with a minimum of six (6) years working experience in public relations and at least two (2) years as a Senior Public Relations Officer;
OR - Honours or Bachelor’s Degree in Public Relations, Communications, or Media Studies, with a minimum of eight (8) years working experience in public relations and at least four (4) years as a Senior Public Relations Officer.
