Duties

Job holder serves as a senior scientific and technical advisor to CDC, other USG agency officials, host country Ministry of Health, implementing partners and non-governmental organizations (NGOs) in the planning and strengthening of laboratory programs and activities in Lesotho.

Responsibilities include program development, monitoring, reporting and close collaboration with partners to ensure that all research and analysis in laboratories are carried out in accordance with program objectives and internationally recognized best practices. Partners include other agencies, host government ministries including military hospitals, International Organizations (IO) and Non-Governmental Organizations (NGO) under the President’s Emergency Plan for AIDS Relief (PEPFAR). The incumbent oversees program implementation, conduct site visits, collect information, provide feedback, and update to CDC Laboratory Chief and Country Director, as appropriate. In addition, the incumbent coordinates and works closely with the HIV prevention, care and treatment programs supported by PEPFAR during planning, implementation, monitoring and evaluation of programs.

Qualifications and Evaluations

Requirements:

EXPERIENCE: A minimum of five years of work in public health laboratory testing procedures and systems is required. Two  additional years of managerial experience is required.

JOB KNOWLEDGE: 

Comprehensive knowledge and experience in advanced laboratory techniques is required including comprehensive knowledge of procedures for laboratory diagnostics and associated technologies. Thorough public health knowledge of current communicable disease issues is required. Comprehensive knowledge of the host government laboratory facilities, health care system and structures including familiarity with MOH policies, program priorities and regulations is required. Good working knowledge of USG public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/ grants/purchase requisitions is required.Education Requirements:

Masters level degree or host country equivalent in laboratory science, medicine, biology, microbiology or chemistry is required.
Evaluations:

LANGUAGE:  Level IV (fluent) speaking, reading, and writing in English.

SKILLS AND ABILITIES:  Strong interpersonal skills with the ability to build relationships and communicate effectively with people of varied professional, educational, and cultural backgrounds. Detail-oriented with strong organisational skills. Ability to multi-task effectively. Ability to analyze and interpret data and present findings in written and oral form. Competency in all Microsoft Office applications (Word, PowerPoint, Excel, Outlook). The incumbent should be comfortable typing multi-page reports and tracking basic numerical data about partners (budget levels, historic performance, etc). This position requires that the accepted applicant have the ability to obtain (at minimum) an authorization to work security clearance.
