PUBLIC HEALTH SPECIALIST – HR/PHS/14A/05/21

LHDA invites applications for the position of a Public Health Specialist for a part-time contract duration of five
(5) years, to lead a team of specialists for the implementation of a Public Health Action Plan. The successful candidate will be contracted to LHDA as a Consultant and will report to the Divisional Manager – Phase II, through the Project Management Unit Discipline Lead in Public Health.

JOB DESCRIPTION:
The PHS will have the following responsibilities:
• Organisation, coordination and supervision of the implementation of the public health action plan.
• Contract management and management of the Consultant’s team;
• Liaison with the district director of health services and manager hospital services,
• Attends DHMT meetings when appropriate
• Assists DHMT in incorporating the project PHAP into the annual district health plan
• To present a yearly plan for approval by LHDA
• Organises project steering committee meetings
• Liaises with different departments of the MOH at central level on project issues related to their specific departments
• Regular liaison and meetings with the PMU discipline lead in public health
• Development and planning of the training plan
• Active participation in teaching in the training programme
• Preparation and presentation of monthly, quarterly and annual progress reports
• Leading the periodic health surveys and production of survey reports
• Coordination with other consultants working on Phase II, e.g. engineering consultants and resettlement and environmental consultants
• Client liaison
• Project scheduling and programming
• Quality control of all outputs and deliverables
• Ensuring delivery of all outputs on time, budget and brief.
The PHS will be based part-time in Mokhotlong, conducting field visits to the Phase II project area and the health facilities.

LEVEL OF EFFORT
The successful candidate shall be engaged part-time during the implementation of the PHAP. The level of
effort for the PHS is expected to be 60% at the beginning of implementation, with a gradual decrease to 40% at the end of year 5 of implementation. He/she will indicate how he envisages his involvement for management of the implementation of the PHAP within a period not exceeding five years.

POSITION REQUIREMENTS:
Qualifications and experience required:
• Public health practitioner with more than 10 years’ experience in public health, primary health care and project management experience; with special interest in maternal and child health, epidemiology, referral systems and public health personnel training;
• Primary degree in health field and Master’s in Public Health (MPH) with experience in Maternal and Child Health (MCH)
• Experience in Lesotho’s health system is preferred, with a good understanding of the functions of a district hospital and ability to design and conduct primary health care in rural and remote communities;
• Fluency in English with demonstration of excellent writing skills
• Knowledge of Sesotho culture and language is an added advantage.
• Good Computer skills, (especially MS Word, Excel, Power point, Email, etc.)
• Ability to work with national and international personnel with good interpersonal and communication skills
