Overview

The Primary Health Care (PHC) Lead will provide overall vision, leadership and programmatic and managerial oversight for an anticipated Millennium Challenge Corporation (MCC) project on Health Systems Strengthening, Primary Health Care, and Counter Gender-Based Violence (HSS/PHC/cGBV) Support in Lesotho.  The PHC Lead will serve as the primary PHC subject matter expert for this contract. The PHC Lead will work with all members of the project team to ensure activities are state of the art and informed by evidence and deliverables are completed in a timely manner. This position is based in Lesotho and is contingent upon award from MCC. Lesotho nationals are encouraged to apply.

Responsibilities

  • Provide technical oversight, strategic direction and management for the PHC portion of the project to ensure that activities are designed and implemented to meet targets and deliverables.
  • Ensure timely implementation of all PHC activities, including planning and implementing assessments, site-level strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across the project.
  • Oversee annual work planning and support annual budgeting for PHC
  • Ensure that PHC implementation activities are in line with the work plan and timeframe and activities achieve quarterly and annual project targets.
  • Ensure consistent application of the PHC implementation strategy and empower project staff to provide solutions to bottlenecks and challenges.
  • Work closely with the MER team to ensure timely and responsive reporting; provide suggestions and solutions to improve data flow from site level, as well as enhance data visualization and use of data for decision making.
  • Manage the PHCactivity budget and ensure staff adhere to budget lines. Coordinate with the project manager to ensure prompt reporting on expenditure and resource gaps.
  • Work closely with the project Manager, Finance and Admin staff, and HR team to ensure compliance with financial, HR and administrative procedures, and ensure efficient use of project resources.
  • Manage, mentor and motivate teams to undertake their roles and responsibilities effectively.
  • Maintain excellent relationships with the donor, MOH, partners and stakeholders.
  • Maintain effective internal communications to ensure that all relevant departments functions are kept informed of state of the art and evidence-based strategies.
  • Document successes, lessons learned and challenges in implementation.
  • Support drafting of project reports and results to the donor, including routine monthly, quarterly, annual and other reporting requirements as requested; and ensure sharing of information and knowledge with other country programs, and with the donor, to contribute to systems that support knowledge management.

Required Qualifications

  • A clinical degree and/or advanced degree in public health or health management, health policy or financing or other relevant field
  • Master’s degree required
  • Minimum of 7-10 years of experience working with primary health care services
  • Demonstrated experience and knowledge of international best practices regarding referral systems, triage, patient record keeping, developing clinical practice guidelines and associated standard operating procedures.
  • Demonstrated expertise to work collaboratively
  • Proven experience leading teams or workstreams
  • Strong verbal and written skills in the English language
  • Ability to work in a complex environment charged with multiple tasks, short deadlines and intense pressure to perform.  
  • Proven leadership skills and expertise in strategic program planning, implementation and management. 
  • Solid understanding of Lesotho’s health system. 
  • Experience working in public health systems, especially those with no or limited fees for service.
  • Ability to communicate effectively, instilling trust and confidence. 
  • Excellent interpersonal and written and oral presentation skills. 
  • A team player accustomed to building team capacity, delegating working teams and developing communities of learning among host-country partners and counterparts. 
  • Ability to travel unrestricted within Lesotho and internationally. 

Preferred Qualifications

  • Familiarity with the integration of GBV prevention, treatment, and referral desirable.
