Management Sciences for Health (MSH) is seeking a Public Financial Management Lead for a potential 5-year Health Systems Strengthening Program in Lesotho.  This MCC funded program will achieve improved health outcomes by strengthening primary health care systems.

OVERALL RESPONSIBILITIES

 The PFM advisor will work with District Health Management Teams (DHMT), to improve their capacity to plan, budget and manage finances, and improve accountability for the use of public funds.

SPECIFIC RESPONSIBILITIES

  •  Build capacity of DHMTs to perform transparent and accountable public financial management, financial reporting, budgetary controls, monitoring, and internal control system.
  • Support and mentor DHMTs to ensure that the internal controls provide an appropriate level of financial accountability and compliance with Ministry of Health and donors’ financial instructions.
  • Support and strengthen DHMT capacity for proper and timely budgetary formulation and implementation.
  • A minimum of 10 years of experience in designing and implementing public finance interventions in developing or middle-income countries.
  • A post graduate degree in economics, accounting, financial management, or similar, relevant to the field of public health, business, or public administration is preferred.
  • Demonstrated experience in Financial Management, Procurement, Planning and Budgeting.
  • Experience in Auditing, and Risk Management will be advantageous.
  • Prior experience in capacity building of public (health) counterparts is strongly preferred.
  • Professional proficiency in spoken and written English is required.
  • Preference will be given to Lesotho or regional nationals.
