1. Introduction
Kopano Ke Matla Joint Venture (KKM JV) invites suitably qualified and experienced transport service providers from Lesotho and South Africa to submit bids for the transportation of TBM components for the Polihali Transfer Tunnel Project, a critical component of the Lesotho Highlands Water Project Phase II.
2. Background
KKM JV has been contracted by the Lesotho Highlands Development Authority (LHDA) to construct a 38-kilometre transfer tunnel linking Polihali Dam to Katse Dam. The project began in December 2022 and is expected to span approximately five years.
3. Scope of Work
The successful bidder will be responsible for:
- Collection of TBM components from Durban Port (Transnet Port)
- Transportation via Butha-Buthe Border to the Polihali project site
- Route: Likila Road (Caledonspoort Bridge, Butha-Buthe Town), Main North 1 (Butha-Buthe, Hlotse), A25 (Hlotse, Ha Seshote), Polihali Western Access Road (Ha Seshote, Polihali)
- Total cargo: 2,251.75 tons (132 items, including 10 containers)
Key Responsibilities:
- Securing road permits (SA & Lesotho)
- Arranging police/abnormal load escorts
- Customs clearance (KKM JV will assist where necessary)
- Compliance with safety, traffic, and regulatory requirements
- Insurance coverage for heavy/oversized loads
- Road survey (at bidder’s cost; KKM JV not liable)
4. Eligibility Requirements
Mandatory documents (failure to submit any will result in disqualification):
- Valid Tax Clearance Certificate
- Valid Trader’s License (Transport Operator)
- Certificate of Incorporation
- VAT Registration Certificate
- Company Profile
- B-BBEE Certificate (for South African companies)
- Proof of truck ownership
- Proof of comprehensive fleet insurance (covering Lesotho and South Africa)
- Cross-border permits
- Abnormal Load Permit (specifying mass, width, height)
- Roads Directorate Permit (Lesotho and South Africa)
- Police Road Transport Permit (Lesotho and South Africa)
- Three years’ audited financial statements
- Detailed Transport Services Method Statement
- Priced Quotation
- Goods in Transit (GIT) insurance (valid in both countries)
- Proof of experience with heavy/abnormal loads
- Road Survey Report (Durban to Polihali route)
5. Evaluation Criteria
- Technical Capability and Experience – 30%
- Financial Stability and Quotation Competitiveness – 25%
- Compliance with Legal and Regulatory Requirements – 10%
- Risk Management Approach and Insurance Coverage – 15%
- Logistical Capacity and Proposal Quality – 20%

7. Payment Terms
