Provision of security services

The Ministry of Labour and Employment invites tenders from suitably registered Security Firms for provision of security services required at its premises at Headquarters LNDC, Labour Department and other offices in eight districts, all armed security guards for the financial year 2020/21.

REQUIREMENTS

  1. Provide proven means of communication, e.g. Security Guards must have a two-way radio and cellphones.
  2. The personnel of the prospective successful company must be fully armed with guns .
  3. Show that it has adequate ( at least one vehicle) capacity for efficient and effective mode of transport that would enable them to attend to emergencies
  4. Attach Police (LMPS) certified copies of valid licenced firearms
  5. The security personnel must wear uniform at all times, day and night
  6. The security firm should take full responsibility for any theft or damage to Local Government property arising out of the negligence of its personnel.
  7. Provide certified copy of proof of insurance covering the Company’s employees.
  8. Provide valid Police clearance of its Directors
  9. The security firm must have a minimum experience of three years in operation.
  10. Provide at least three reference letters from recent clientele.
  11. Each tenderer is expected to attend or send representatives from the company for Compulsory site inspections in Maseru and all the other districts.

MANDATORY REQUIREMENTS:

  1. Certified (at source) copy of a valid Tax Clearance Certificate
  2. Certified (at source) copy of relevant Traders’ Licence
  3. Certified (at source) copy of Two-way radio licence from Lesotho Communications Authority.

EVALUATION CRITERIA:

  1. Tender Price
  2. Show financial capability to carry out the work in question throughout the contract
  3. Workplan and approach
  4. Experience and Staff Qualifications
  5. Relevant Equipment  

The Ministry is not bound to accept the lowest tender price, and contract amount will be fixed for the entire contract period.

Participants in the tender will be required to make sure that their attendance is duly registered at the conference following the site inspection. Completed Tender Documents will be obtainable from Procurement office at level 7 during working hours for M500.00 (Five Hundred Maloti) non-refundable fee. The tender document will be paid for in cash at the Accounts office, level 7 . A receipt of payment will be issued and is to be submitted to procurement for tender document collection.

Two Sealed tenders, original and  copies, bearing no identification of the tenderer must be deposited in the Ministry’s Tender Box placed on the 7th floor, LNDC block D, Kingsway, Maseru in sealed envelopes marked “TENDER FOR PROVISION OF SECURITY SERVICES FOR THE MINISTRY OF LABOUR” on or before 12:00 noon on the 15th September 2020, Tenders will be opened on the same date 15th September 2020 at 14:30pm in the boardroom 7th floor,BLOCK D , LNDC BUILDING.

Interested bidders are expected to attach valid certified copies of registration certificate and valid tax clearance and traders licence which should be certified by the issuing authorities. Source tax will be deducted. All prices should include VAT. The Government of Lesotho reserves the right to accept or reject any or all tenders for reasons that may be advanced.
