Provision of Consulting Services for Conducting Citizen and Client Satisfaction Survey on Ministry of Social Development Social Assistance Programmes including Old Age Pension and other Services provided by the Ministry of Social Development

The Government of the Kingdom of Lesotho has received a loan from the International Development Association (IDA) toward Social Assistance Project with the objective of improving efficiency and equity in selected social assistance programs. It intends to apply part of the proceeds of this grant to conduct citizen and client satisfaction survey on social assistance programs.

The Consulting Services (“the Services”) include Conducting Citizen and Client Satisfaction Survey on Ministry of Social Development Social Assistance Programmes including Old Age Pension and other Services provided by the Ministry of Social Development and the assignment is to be implemented within a period of sixty (60) working days.

The Principal Secretary for Ministry of Social Development now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (profile including name of the country in which the firm is registered; experience of projects related to the assignment, including brief descriptions of most recent relevant assignments showing location, client, costs and staff involved; availability of key personnel for the assignment stating their qualifications, experience and suitability, etc). The short-listing criteria are: (a) quality of submission; (b) experience of firm on similar assignments(c) availability of qualified and experienced key personnel; (d) firm’s experience working in developing countries; and (e) if international, evidence of association or collaboration with local consulting firms in previous engagement.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection Based on Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
