Candidates for this position will be asked to implement activities in Macomia and surrounding villages. When applying for this position the candidate should know that there are security concerns for some areas of implementation and he/she is in agreement on following Oxfam’s security procedures.
OBJECTIVE OF THE POSITION
To support in implementing gender-sensitive community-level protection activities, protection monitoring and information dissemination and referrals guided by Oxfam’s policies and guidelines for managing information and relevant professional standards in protection work.
DUTIES AND RESPONSIBILITIES
- Ensure the delivery of protection activities in Cabo Delgado (this will include distribution of humanitarian assistance for protection objectives, providing information about services and making referral of persons in need of protection and other targeted support).
- Support the protection coordinator and partners in organizing and facilitating protection training activities for specific beneficiaries targeted in relevant projects
- Monitors protection issues affecting the population in areas of operation; specifically, through the conduct of focus group discussions, surveys, key informant interviews and observations to analyse protection issues, including those that may arise from Oxfam’s humanitarian response; ensuring that these information are shared with relevant teams following safe programming and data protection standards of the organisation
- Lead the mapping of specialised and protection services for persons who experience protection threats and abuses (including GBV) in Oxfam areas of operation
- Support protection-related advocacy research and surveys
- With support of the Protection Coordinator and the Programme Manager, follow-up with humanitarian actors about requests and invitations for community awareness sessions on protection
- Support the Programme Manager and Team Leaders to strategize and plan for the application of safe programming and conflict-sensitive approaches through all programme activities
- With support from the Protection Coordinator, develop and update relevant Information, Education and Communication tools (leaflets, brochures, posters etc.) related to protection
- Support the Protection Coordinator and the Programme Manager in conducting training of staff on existing referral systems and SOPs on making referrals and handling disclosures of protection information or incidents
- Produce gendered protection updates that will be included in field visit reports
- Attend external meetings on protection in coordination with Protection Coordinator, Protection Team Leader and Programme Manager
- Support the Protection Coordinator in preparing donor reports and proposals.
- Ensure documentation and monitoring of project activities in coordination with MEAL Officers and assistants
- Support country teams to ensure MEAL processes are engendered and include protection to ensure learning and protection issues are captured
QUALIFICATIONS
Knowledge of Languages
Fluency in Portuguese (written and spoken) is essential. Knowledge of local languages spoken in Cabo Delgado Province (kimakonde, Kimácua, Kisswahili or Kimwani) is an asset.
Education
Secondary High School Education
Experience
At least 2 years’ experience working with communities in humanitarian or development contexts
Key Attributes
- Excellent computer knowledge and skills of using Microsoft word, power point and excel
- Very good interpersonal skills, particularly in networking, working with communities, local civil society and local authorities.
- Experience in community organizing, participatory assessments
- Capacity and willingness to be based daily in the field locations where Oxfam operates
- Previous experience in using and adapting community-led approaches
- Good understanding of protection concerns, including GBV issues in displacement, human rights, relevant national and local laws related to protection
- Understanding of monitoring processes, learning, adaptation and evaluation
