General context of the project

Expression of Interest (EOI) for Protection Consultancy: Community-Based Protection, Localization of Protection services and projects technical assistance.

General purpose of the position

Context and Objective

INTERSOS is dedicated to the protection of vulnerable individuals, including women and children, who are at risk of violence or abuse. We are seeking a highly qualified Protection Consultant to provide programmatic and technical support to our protection initiatives and programs in our Lebanon, Jordan, and Yemen Missions.

The objective of this consultancy is to enhance the quality, impact, and sustainability of our protection work through specialized support in Community-Based Protection (CBP), review and planning of Localization of Protection services approaches, and strengthening staff capacity of both INTERSOS and partners in Protection technical reporting, tools development, and Information Management.

The consultancy is scheduled for a period of three months, from October 16th to January 15th.

Main responsibilities and tasks:

Scope of Work (SOW)

Community-Based Protection (CBP) Enhancement

  • Lead the technical review of existing INTERSOS protection programs in Lebanon and Yemen to assess the integration and effectiveness of Community-Based Protection mechanisms.
  • Develop or refine a comprehensive Community-Based Protection Strategy for the selected Missions, including clear operational guidelines and tools for field teams.
  • Design and provide support for the setup of new community-led initiatives and structures to prevent and respond to protection risks.
  • Support missions in establishing and strengthening accountability to affected populations for beneficiaries involved in protection activities, ensuring they are accessible and sensitive to community needs.

Localization of Protection Services

  • Technical Review of existing localization efforts with local actors in the protection sector through joint, demand-driven, and contextualized technical assessments and workshops.
  • Mentorship and Accompaniment: Design non-prescriptive mentorship and peer-to-peer learning programs that leverage the existing expertise of local partners and match them with appropriate technical support, focusing on the quality of their already-running protection programs.
  • Protection-Specific Technical Support: Provide targeted, on-the-job support to enhance partners’ capacity in key protection domains such as safe referral pathways, ethical data collection and management, and Do No Harm analysis specific to their local context.

Project-level technical assistance on Protection

  • Design and deliver specialized training sessions, workshops, and seminars on Protection technical tools, reporting, and processes.
  • Support, increase, and enhance the analysis of protection activities and trends within the selected missions and ensure their timely dissemination to inform programming and advocacy.
  • Provide mentorship to Protection Coordinators and reporting staff to improve the analytical rigor of external and internal protection reports.
  • Contribute to the design and development of Protection (including Child Protection – CP and Gender-Based Violence – GBV) related project cycle and development components.
  • Provide on-site and remote assistance to field programs to support the implementation of high-quality protection strategies and interventions.
  • Ensure field programs have updated materials, tools, and resources for implementing protection activities.
  • Provide support for internal training related to the Prevention of Sexual Exploitation and Abuse and Harassment (PSEAH) and child safeguarding.

Required profile and experience

Phase Two: Request for Proposal (RFP)

Shortlisted consultants will be requested to prepare a comprehensive package, which will be followed by an interview with relevant INTERSOS staff. The package must include the following components:

1. Financial Quotation (RFQ): A detailed financial quotation for the full consultancy period. Please specify all associated costs and clearly indicate which costs are included or excluded within the offer (i.e., referring to any costs to be borne either by the consultant or by the contracting party).

2. Technical Proposal: A brief proposal (maximum 1 page) outlining your understanding of the scope and detailing how you would practically execute the consultancy to achieve the objectives within the specified timeframe and locations (Lebanon, Jordan, and Yemen). Please specifically address your proposed methodology for integrating and strengthening the specific Terms of Reference (ToR) objectives enclosed.

Evaluation Criteria

The overall selection process will be evaluated according to the following criteria and proportional weighting: Experience (30%), Technical Proposal (40%), and Financial Offer/RFQ (30%).
