REQUEST FOR PROPOSAL TO BE SUB-RECIPIENT TO SUPPORT IMPLEMENTATION UNDER NEW FUNDING MODEL 3 (NFM3) GRANT OF THE GOVERNMENT OF LESOTHO SUPPORTED BY THE GLOBAL FUND
Introduction and background
The Ministry of Finance – Project Management Unit (MOF-PMU) as the principal recipient of Global Fund grants in Lesotho has received communication, through the Lesotho Country Coordinating Mechanism, to proceed into grants making for the next grant that covers the period July 2021 to March 2024. Based on evidence from data analysis and feedback from constituencies, this grant prioritises sustaining gains made in HIV treatment and improving the quality of the programme, accelerating HIV prevention, addressing human rights barriers to accessing services, strengthening health and community systems to improve HIV, TB and SRH outcomes, scaling up MDR-TB and DS-TB coverage including expanding case finding and increasing TB care and prevention among PLHIV given the high co-infection.
MOF-PMU therefore invites interested local organisation legally registered in Lesotho for 5 years or more to submit Proposals to this Request for Proposal (RFP) to provide the services of Sub-Recipients (SRs) to support the implementation of NFM3. Specifically, the prospective SRs will implement four key interventions under the HIV prevention module, namely:
- Prevention – Adolescent and Young Women and their male partners;
- Prevention – Key Populations;
- Prevention – Comprehensive Condom Programme;
- HIV Prevention – Voluntary Medical Male Circumcision.
It is mandatory for Proposers to submit copies certified at source of applicable Certificate of Registration of the organisation, including Articles of Incorporation, or equivalent document to proof that the proposer is legally registered in Lesotho, Tax Clearance Certificate and VAT registration certificate, Company Profile, Signed Technical Proposal submission form, Signed Financial Proposal submission form, Power of Attorney/Approved Signatory, Audited Financial Statements for the past 3 years (Income Statement and Balance Sheet) including Auditor’s Report. All the documents MUST be submitted with Technical Proposals.

Clarifications may be requested in writing to [email protected] and [email protected] not later than 06 April 2021.
Proposers’ Conference
Proposers are strongly encouraged to attend the Proposers’ conference to be held on the 31st March 2021 at 09h00 at Avani Maseru.
Submission of proposals
This is a two envelope system submission. One envelope will be containing One Original and three (3) hard copies of the Technical Proposal, clearly labelled “Technical Proposal” while the second envelop will contain One Original and three (3) hard copies of the Financial Proposal and soft copy of the budget strictly on CD and Not on memory stick, clearly labelled “Financial Proposal “Do not open with Technical Proposal”. The two envelopes MUST be put in one envelope/ Container bearing no identification of the Sub-Recipient, clearly marked “Proposal to be Sub-Recipient to support the implementation of (Proposers Must indicate the Module being applied for)”.
The proposals must be deposited in the tender box situated at the PMU Reception at address below on or before 12h00, 26 April 2021:

Late submissions shall not be accepted and MOF-PMU shall not consider any Proposal that arrived after the submission deadline. PMU Reserves the right to reject any or all the proposals and is not bound to award the contract to a Sub-Recipient with the lowest Budget. MOF-PMU may cancel the process at any time as a result of unforeseen Circumstances beyond MOF-PMU’s control.
