- Review Requests For Proposal (RFP) and identify information required for proposal text (i.e. technical volume) and budget (i.e. cost proposal) development. Works closely with the Office of Proposal Management (OPM) and Clinical Operations teams to prepare and finalize proposals.
- Prepare and generate text as needed, as well as develop budget for proposals, rebids and related documents.
- Draws from professional experience as well as internal collaborations to advise Proposal and Business Development Management on best approaches, analyzing ICON GPHS strengths and weaknesses specific to the requirements in the RFP document.
- Leverage internal and external resources in support of solutions specific to each proposal.
- Win business for ICON GPHS by applying critical thinking skills and creativity to ensure solutions meet the customer’s needs and are within ICON GPHS capabilities.
- Represent the Office of Proposal Management in preliminary Business Development discussions with external team members or other strategy meetings, taking the lead in driving proposal strategy meetings to discuss win themes, discriminators, solutions, pricing.
- Critically evaluate input and/or submissions from internal and external team members to ensure accuracy of all proposal communications.
- Collaborate with the Business Development team as well as technical and subject matter experts to gain an appropriate understanding of the offerings and proposed strategy to ensure the response clearly conveys the proper business perspective, key win themes, our unique value proposition and differentiators against our competition.
- Develop proposal strategy and coordinate information collection from internal and external resources for ICON GPHS approach and solutions.
- Perform as primary writer with control of quality, content, readability, compliance with requirements, accuracy, persuasiveness, and final appearance of the proposal production process including the on-time delivery of the submission.
- Independently research scientific and clinical operations procedures and concepts, thereby augmenting proposals through the demonstration of an in-depth understanding of the customer’s needs and the Company’s ability to bring innovative solutions.
- Maintain knowledge of various proposal processes or subject matter such as technical solutions, management approaches, QA/QC methodologies, technical narratives and staffing approaches.
- Maintains a safe workplace ensuring that he/she is aware of and observes appropriate safety and occupational health rules and regulations. Employee is required to attend safety training relative to his/her position and report any infractions of safety procedures to the facility Safety Officer.
- Performs light duties and other related duties as required and assigned.
Candidates for positions under ICON Government and Public Health Solutions contracts with the Department of Defense (DoD) may be required to pass one or more background/security investigations conducted by the DoD, U.S. Army, or other Federal Government agency.

WORK ENVIRONMENT:
Laboratory/office environment; may require working evenings and weekends. While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to manipulate objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear. Work may involve long periods of standing and handling of numerous chemicals and/or hazardous biological material. The employee must occasionally lift and/or move up to 25 pounds. The noise level in the work environment is usually moderate.
Required
- 3 year(s): Direct experience in leading CRO Proposals; Contracts, Finance, industry-specific Operations experience is desirable.
- Proficient in clear, concise writing with the ability to convey complex technical concepts to various types of readers in a compelling manner.
- Detail-oriented with the ability to manage multiple proposal deadlines and activities, with often-times competing priorities.
- Proficient in analyzing and interpreting RFPs and Protocols.
- Proficient skill in the Microsoft & Adobe suite of products.
- Must be able to work independently following a brief period of specific technical training.
Preferred
- Demonstrated ability to work to a high level of quality under a time-sensitive, deadline driven environment.
- Willing to work flexible schedules as required, including nights, weekends and holidays.
- Formal training in structured proposal development a plus.
- Experience working in a business development role or organization.
- Possess strong analytical skills and excellent verbal and written communication skills
- Ability to work collaboratively to influence and gain commitment of proposal team to achieve a winning submission.
