Job Title: Property Valuation Officer
Reports to: Credit Evaluation Manager
Department: Credit
Location: Maseru

J0B PURPOSE
To independently value property applications from Business and Retail Banking, and to ensure that only quality assets are booked. To effectively monitor every phase of the construction projects and ensure that structures meet the legal and quality standards while adhering to the forecasted project costs.

DUTIES AND RESPONSIBILITIES

1. Assesses and recommends property loans to Credit Valuation Team
2. Valuates home loans and commercial property facilities for structural quality
3. Reviews Property cost estimations, planning and management
4. Analyses legally binding contractual terms and conditions and ensuring compliance
5. Predicts potential risks in construction project and takes precautions to mitigate the risks.
6. Adjusts the budget according to project amendments.
7. Accurately and timely valuates construction work.
8. Mortgage claims verification and disputes management.
9. Prepares monthly and quarterly mortgage reports.
10. Capital charge on both regulatory and economic capital in line with Basel 11.5 requirements.
11. Improves customer service satistaction through joint customer visits with Busines and Retail Banking.
12. Liaises with approved Bank property valuers.
13. Acquaints him/herself with industrial trends, and proactively monitors the property portfolio and identifies early warning sign of credit deterioration to minimize the
credit loss impairment.
14. Provides input for review of existing workflows, processes, and procedures to improve efficiency, reduce costs and maximize revenue
15. Manages the property approval conditions and follow-up Business and Retail Banking when necessary to ensure compliance.
16. Valuates Mortgage structures.
17. Issues mortgage completion certificates.
18. Works closely with contractors and manages property projects.

1. Maintains a resilient and collaborative working relationship with Business and Retail Banking.
2. Maintains close relationship with booked LPB customers.

EDUCATIONAL REQUIREMENTS AND EXPERIENCE

1. Degree/Honors in Land and Property Development Management (Housing). Degree/Honors in Quantity Survey or any other Finance related Degree from an accredited University.
2. Work experience in data and quantitative analytics or experience in evaluation of mortgage and commercial property loans.
3. Demonstrated experience in tools and methodologies for managing large construction projects.

GENERAL KNOWLEDGE, SKILLS AND ABILITIES

1. Project management skills
2. Knowledge of tools, methods and processes used to make Credit predictions and trends.
3. Ability to translate data into comprehensive reports that can drive the strategic direction of the Bank for long term sustainability.
4. Knowledge of and ability to use quantitative tools and techniques to measure and analyze Credit risks across portfolios.
5. Adequate knowledge of Microsoft Office packages.
6. High-level written and verbal communication skills.
