Property Maintenance Officer


Purpose of the Job

Reporting to the Property Manager, the job purpose is to focus on ensuring the property portfolio is maintained and kept in good repair. Close management of maintenance service providers. Project management of maintenance work, with specific attention to time, cost and quality. Maintenance and upkeep of contractor database.

Term of contract

Permanent and pensionable terms of employment.

Key responsibilities

The successful candidate will be accountable for the following functions:

  • Visits industrial estates and commercial properties on a regular basis to assess and document maintenance requirements to the properties
  • Prepares cost estimates for upgrades, renovations, and conversions
  • Performance and quality inspection for works executed by contractors and/or tenants
  • Produces annual maintenance plan for budgeting purposes, and periodic budget expenditure reporting
  • Prepares monthly maintenance report and list of approved contractors
  • Any other duties that can be assigned from time to time.

Knowledge, skills and behavioural attributes

  • Be competent in the delivery of maintenance plans, specifications, sketch drawings, completed works relevant to prevailing legislation, Lesotho and regional planning standards and prescription. Integral team member in the deliver key elements of various maintenance assignments  
  • Solid communication skills, both oral and written and competency in co-ordination, liaison, and communication with different stakeholders to convey and accurate information for further
  • Experience in providing cost support for preparation of maintenance budgets and maintenance scopes, and tender evaluation of maintenance works let to competitive bidding.
  • Ability to ran and prioritise different maintenance projects at once;
  • Ability to review bills of quantities and drawings, and reconcile scopes and specifications, as well as certifying performed works conforms to specifications and scope.
  • Knowledge of different contract forms for maintenance works operating in Lesotho and the region;
  • Experience of manual measurement of works, logging of information, preparation work orders, and use of relevant commercial software such as MDA Property Manager will be an added advantage;
  • Experience of development of basic tender documentation scope of work, sketch and illustration drawings, bills of quantities and specifications for building and external environment works;
  • Participation in dispute resolution, claims analysis and amicable resolution of maintenance works; processing;
  • People management including mentoring, and providing basic explanation

Qualifications and Experience

  • Undergraduate Degree in Building or Civil/Structural or Mechanical Engineering, Project Management in Civil and Building Construction, and Quantity Surveying,
  • 3 years’ experience in construction field.
