Job Description:

Purpose of the Position:

The Projects and Grants Manager will ensure overall end-to-end projects management of all, small, medium and large grants. The position will also provide financial management support to the project team to ensure compliance with contract requirements and donors requirements over the life of the project while also assisting Projects Coordinators, and sub-partners or sub-grant management and assist in reviewing grants and sub-grants agreements documents for each project, reports (Narratives and financial).  The position will ensure compliance with donor rules and regulations, legal and regulatory requirements governing each award and internal policies and procedures where applicable.  The role will also include the direct supervision for Projects Coordinators and M&E Coordinators in collaboration with all WVIL departments and sectors including all the donors and donor’s relations, key stakeholders and partners and act designated point of contact.

Project design, management and oversight (20%)

  • Lead and oversee planning, implementation, coordination and monitoring of the projects to ensure the effective and efficient delivery and implementation of projects activities in line with WVIL and donors’ standards. This includes organizational and technical development and capacity building for project team including community level cadres; development and implementation of the institutional strengthening component that increases World Vision Lesotho capacities to monitor, evaluate, deliver and report on services.
  • Ensure grant projects’ close out procedures are done according to the donor guidelines.
  • Support program staff in grant revisions, modifications, no-cost extensions, or budget realignments
  • Support Projects staff to work closely with the procurement department to ensure compliance with grants procurement guidelines
  • Overseeing all incoming and outgoing projects documentation

Grant Risk Management and Quality Assurance (10%)

  • Coordinate grant project audits & reviews and follow up on audit recommendations to ensure 100% implementation.
  • Overseeing tracking and recording of Grant and Donor audits’ schedules and ensure audits are done within agreed timelines and reports issued to the donors within stipulated time.

Human Resources (20%)

  • Identify, define and respond to human resources needs for the project to effectively deliver on contractual obligations.
  • Coordinate Project Coordinators/Managers, M&Es and Finance Managers to prepare regular financial and projects reports and ensure compliance with donor reporting requirements and that donor requested information is submitted on time.
  • Oversee the management and development of project human resources to ensure a diverse, skilled and productive workforce and promote an organizational culture where WVIL values are practiced. This function will include recruitment, selection, placement, orientation, and supervision and performance management for all Projects staff.
  • Provide proper supervision and management for all direct reports and oversee the establishment and functioning of a strong, effective projects teams.
  • Ensure levels of authority and responsibility are clearly defined, understood and followed within the project team.

Projects Financial Management and Stewardship (20%)

  • Support Projects Coordinators and assure efficient availability, utilization and reporting of grants and projects funding in line with donor and WVIL regulations and guidelines.
  • Identify and respond to technical, financial, programming and other gaps limiting projects plans implementation and assist with solutions.
  • Provide training and mentoring projects staff to strengthen capacity for technical project delivery and compliance with donor rules and regulations.

Coordination, Collaboration and Integration (30%)

  • Serve as key representative to donors, SOs Line ministries and other partners Ensure strong cooperation and collaboration with partners, donors, government, and other key stakeholders.
  • Collaborate and work closely with the WVIL departments in particular the Grants Acquisition Team, Finance, Supply Chain, P&C, TPMs and Clusters Managers to ensure smooth implementation of all projects and Grants.
  • Ensure integration and alignment of Sponsorship, Grants and projects.
  • Collaborate and facilitate with project staff to develop and regularly review contract budgets and monitor contract spending performance and conduct scheduled grant compliance reviews / checks for all partners
  • Oversee an efficient, transparent grant making process under the program; assure timely and high-quality monitoring of and reporting

Education/Knowledge/Technical Skills and Experience Required:

Minimum Qualification required:

  • A Master’s degree in Project Management, Business Management, Economics, Management or related field.

Experience: Technical skills and abilities:

  • Minimum of 7 years’ experience in the NGO sector in Senior Grants/Compliance Management positions.
  • In-depth understanding and experience of working with proposals and contracts from donors.
  • Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures
  • Demonstrable experience in leadership, strategic thinking and results-based management in grant Compliance matters.
  • Experience managing and building management capacity of partners
  • Demonstrated ability to work under minimal supervision
  • Excellent interpersonal skills.
  • Good Research, high analytical and critical thinking skills
  • High proficiency in data management and reporting
  • Experience in engaging and managing divergent internal and external stakeholders
  • Detail oriented while maintaining focus on the big picture
  • Sound knowledge on grant accounting and experience in donor funding e.g. USAID, PEPFAR, EU, UN, World Bank etc requirements
  • Experience managing building management capacity of partners.
  • Professional certification in grants management, risk management and compliance or related qualifications are an added advantage.
  • A good understanding of the full cycle of a grant
  • Strong leadership and demonstrated ability to work independently and within a team, prioritize tasks and manage multiple activities with attention to detail, meeting tight deadlines under pressure
  • Compatibility with WVs Mission, Ethos, policies and core values

Working Environment / Conditions:

  • 60% office based
  • 40% travel to the field programs
