Project Technical Coordinator for Enabling Lesotho’s Enhanced Transparency Framework Project

The Government of Lesotho through the Ministry of Defence, National Security and Environment under the Lesotho Meteorological Services (LMS) will be implementing a three-year project titled “Enabling Lesotho’s Enhanced Transparency Framework” supported by Global Environment Facility (GEF) with United Nations Environment Programme (UNEP) as the delivery partner from 01 January 2023 to 31 December 2025. The main objective of the project is to strengthen Lesotho’s capacity to collect and process climate change data into useful information for policymaking and reporting to the United Nations Framework Convention on Climate Change (UNFCCC) as well as improving the monitoring and evaluation aspect. The Ministry is therefore looking for a qualified, experienced, and competent Project Technical Coordinator who will ensure results oriented, effective, efficient, and accountable implementation of the project activities and achievement of project results.

Job Description

The Project Technical Coordinator will lead the project team and provide overall operation management for the successful execution of the project. S/he will be responsible for timely delivery of project activities and outputs in accordance with the approved GCF Funding Proposal document and the Project Cooperation Agreement (PCA) between the LMS and UNEP (being a Delivery Partner) and in a manner that guarantees successful achievement of project objectives and results.

Terms of Reference for the Project Technical Coordinator

  1. Ensure that project implementation is carried out according to the project design and the outputs are delivered and outcomes achieved to the required standard of quality within the approved timeframe and budget.
  2. Regular communication with relevant ministries, governmental agencies, co-finance partners, Project Steering Committee members, members of ad-hoc technical working groups and all other key stakeholders.
  3. Organize and facilitate the inception workshop, project steering committee meetings and other project meetings and workshops.
  4. Undertake timely reporting to LMS the as per the M&E Plan and the project cooperation agreement requirements.
  5. Prepare annual workplan and budget revisions and update the project Procurement Plan, as required.
  6. Supervision of the staff, experts, subcontractors, and implementing partners working on the project.
  7. Support the establishment of a sustainable Climate Transparency Unit.
  8. Identification of risks, preparing of mitigation strategies and implementation of mitigations measures.
  9. Track project achievements against the Results Framework, Core Indicator worksheet and Gender Action Plan.
  10. Support the Gender Expert (from the Department of Gender in the implementation of Gender Action Plan and report to Project Steering Committee.
  11. Report to LMS on coordination of activities with other projects.
  12. Facilitate the logistical arrangements for all the workshops and trainings to be conducted under the project.

Qualifications, Experience and Skills

  • An advanced degree or Bachelor’s degree in a relevant discipline of Climate and Natural Sciences including Environmental Sciences, Climate Change, Chemical Technology, Disaster Risk Management Sustainable Development.
  • At least 5 years of professional experience for Advanced Degree level or at least 10 years of professional experience for Bachelor’s Degree.
  • At least two previous professional positions / assignments related to facilitating and coordinating the participation of government-led stakeholders in setting up externally funded programmes or projects in Lesotho.
  • At least 5 years of relevant experience in project management and monitoring, preferably associated with climate change adaptation and mitigation and/or climate finance.
  • Experience in managing complex projects requiring close coordination with the central public authorities, including demonstrated capacity to manage a wide range of national and sub-national stakeholders.
  • Experience with global vertical funds and donor funded projects is desirable; experience in the United Nations system would be an added advantage.
  • Be conversant with recent developments internationally (climate change talks) under the UNFCCC on Enhanced Transparency Framework.
  • Proven track record of project management and project team experience working with government, private sectors, NGOs, and other key stakeholders in Lesotho.
  • Training and or certificate in Project management (would be an added advantage).
  • Knowledge of Greenhouse gas inventory management systems (Certification of proficiency of IPCC 2006 guidelines will be an added advantage).
  • Knowledge of UNFCCC reporting requirements.
  • Experience in facilitating consultative processes.
  • Knowledge of Nationally Determined Contribution, National communication/ BUR reporting and review processes.
  • Demonstrate ability to organize, facilitate and mediate technical teams to achieve stated project objectives.
  • Knowledge of the Paris agreements Enhanced Transparency Framework (Certificate in Climate transparency and Enhanced Transparency Framework would be an added advantage
  • Experience of managing complex project over several years involving development partners
  • Demonstrated knowledge and working experiences with the government and international agencies’ system and procedures.
  • Excellent communication skills both in English and Sesotho

Duration: The assignment will be up to 25 months from November 2023 to December 2025 when the project end (Fixed Term Contract)
