PROJECT TITLE: Lesotho’s Initial Biennial Transparency Report &

Fourth National Communication (BTR1/NC4)

BACKGROUND

The Government of Lesotho through the Ministry of Environment and Forestry under the Lesotho Meteorological Services (LMS) is implementing a two-year small-scale project supported by Global Environment Facility (GEF) through United Nations Environment Programme (UNEP) titled “Lesotho’s Initial Biennial Transparency Report and Fourth National Communication (BTR1/NC4)”. The aim of the project is to fulfill the reporting obligations of Lesotho under United Nations Framework Convention on Climate Change (UNFCCC) and Paris Agreement (PA). These reports are critical for assessing and enhancing the country’s efforts towards climate change mitigation and adaptation. They are also used as tools to integrate issues of climate change into national planning.

OBJECTIVE

The primary objective of this role is to oversee and coordinate all aspects of the BTR1/NC4 project, ensuring its effective implementation, timely delivery, and alignment with international standards and guidelines.

DUTIES

The Project Technical Coordinator will work in consultation with the Climate Change Unit and report to the Director, Lesotho Meteorological Services. He/she will be responsible for the day-to-day management, coordination, and supervision of the implementation of the project. The coordinador duties will include among others:

a) Ensure that project implementation is carried out according to the project design and the outputs are delivered and outcomes achieved to the required standard of quality within the approved timeframe and budget.

b) Develop and implement detailed project workplan including key milestones, deliverables, and timelines, in consultation with relevant stakeholders and project partners.

c) Coordinate with government agencies, departments, and other stakeholders to ensure their active involvement and contribution to the preparation and submission of the BTR1/NC4 report.

d) Organize regular project meetings, workshops, and consultations to facilitate communication, collaboration, and decision-making among project stakeholders.

e) Monitor the progress of project activities, identify potential risks or challenges, and develop mitigation strategies to address them effectively.

f) Facilitate recruitment and engagement of consultants and technical expert teams.

g) Oversee the work of consultants, experts, and technical expert teams engaged in specific tasks, ensuring quality, accuracy, and adherence to project objectives.

h) Carry out any technical work related to greenhouse gas inventory, nationally determined contributions tracking, climate change impacts and adaptation, and any other relevant information considered relevant to the achievement of the objectives of the Convention

i) Identify training needs of stakeholders and recommend appropriate courses and training programmes for national capacity building and sustainability.

j) Prepare progress reports, technical briefs, and other project documentation as required by Government of Lesotho, UNEP and project management ensuring clarity, accuracy, compliance with reporting guidelines and timely submission of the reports.

k) Liaise with relevant international organizations, donor agencies, and technical partners to mobilize resources, expertise, and support for the successful implementation of the project and beyond.

l) Ensure the effective communication and dissemination of project updates, findings, and outputs to relevant stakeholders, including government officials, policymakers, and the public.

m) Establish links with related national and regional projects, and other international programmes to identify synergies and complementarities.

QUALIFICATIONS AND EXPERIENCES:

 An advanced degree in Meteorology, Climate Change, Atmospheric Science, Environmental science, or other related field.

 At least 5 years of progressively responsible experience in project management, coordination, and implementation, preferably in the field of climate change or environmental sustainability.

 Strong understanding of international climate change frameworks, agreements, and reporting requirements, with previous experience in the preparation of biennial transparency reports and national communications desirable.

 Excellent organizational, analytical, and problem-solving skills, with the ability to manage multiple tasks simultaneously and work effectively under pressure.

 Proficiency in project management tools and software applications for planning, monitoring, and reporting.

 Demonstrated leadership and teamwork abilities, with experience in building and maintaining productive relationships with diverse stakeholders and partners.

 Good command of Sesotho and English Language.

DUTY STATION: The project office will be housed at the offices of the Lesotho Meteorological Services
