Job Summary
Lead the data preparedness and trigger development component within the Forecast-based Financing project in Lesotho, assuring that LRCS builds its organizational data literacy, as well as develops solid critical impact thresholds based on vulnerability, exposure and impact data as part of the Early Action Protocol (EAP) on drought risk. Carry out data scoping with relevant national stakeholders in drought risk management in Lesotho to collect and analyze data on drought impact in Lesotho, in order to create impactbased forecasts basing on existing drought forecasts and early warnings.

Key Responsibilities Areas
➢ Drive the strengthening of LRCS’s capacities in data, by providing technical support on the access to and maintenance of high-quality data for the Forecast-based Financing project, as well as other projects per request.
➢ Support capacity strengthening in data analysis, data visualization, data literacy for LRCS.
➢ Understand LRCS information needs in the Forecast-based Financing project and translate the needs into data collection, analysis, and GIS products.
➢ Review available open – and closed – (secondary) data sources and determine if these can be used instead of collecting new data.
➢ Review and cleaning of data.
➢ Work with beneficiary databases of national social protection registries for the identification and targeting of beneficiaries as part of the Early Action Protocol (EAP);
➢ Analysis of data (both big and small); Development of algorithms to combine and analyses these data.
➢ Develop graphics, design, and other visual work (incl. maps, infographics, data infographics) based on collected and analyzed data.
➢ Develop and maintain good relationships with internal and external stakeholders to enhance a solid data sharing culture among LRCS’s key stakeholders.
➢ Engage students and volunteers to support in data collection and analysis when project activities were identified which require additional external support.
➢ Create an inventory of existing drought monitoring, forecasting and early warning systems for Lesotho.
➢ Liaise with key stakeholders in drought monitoring, forecasting and early warning for the purpose of building on existing systems to develop impact-based drought forecasts and define drought impact
thresholds that trigger early humanitarian interventions.
➢ Host the inter-agency discussion on trigger development as part of a Forecast-based Financing Working Group.
➢ Liaise with counterparts in the other project implementing Red Cross-National Societies in southern Africa to exchange on the trigger development process;
➢ Under guidance of technical experts for trigger development within the Red Cross and Crescent Movement, overlay drought forecasts with dynamic vulnerability indicators of different livelihood groups in order to identify most at risk population groups as people to be reached by defined early
actions.
Allocation of time: 40% Office work and 60% Community field work

Education/Qualification
▪ University degree in preferably science (e.g. hydrology, geographic/earth sciences, agronomy), Agricultural studies ,technology, engineering or mathematics (e.g. computer science, econometrics, (applied) mathematics, (applied) physics, technology management, or GIS) plus Minimum of 2 years
of relevant professional experience;

Experience, Competency and Skills
▪ Track record showing the capacity to use data to improve processes, operations, and decision-making.
▪ Demonstrable interest in humanitarian aid.
▪ In-depth experience in any of the following subject matters: data analysis, data visualization, data literacy, GIS or programming, data collection toolkits (such as OpenDataKit).
▪ Experience in building and managing relationships with internal and external partners.
▪ Experience with early warning systems and in-depth understanding of the Lesotho DRM landscape a clear asset.
▪ Highly driven attitude with priorities set on assuring project implementation progress through efficient planning and organization, as well as efficient prioritization of tasks.
▪ Microsoft Windows, Outlook, Word, Excel, and Access; SPSS and ideally one other major statistical analysis software.
▪ Ability to work under (time) pressure.
