SUMMARY

CBA is a local, humanitarian, development and non-governmental organisation whose mandate is to assist the Lesotho Government of Lesotho in pushing back the frontiers of poverty through various interventions including Natural Resource Management; Economic Empowerment particularly for women and girls; Food security and Livelihoods; and of course, HIV& AIDS prevention, care and support.

CBA with the support from, FHI360 will be implementing the Key Populations (KP) programs.  The project aims to strengthen the HIV prevention and care interventions for key populations (KP) through enhancing the capacity of the KP-led and KP-competent organizations to plan, deliver and optimize HIV prevention, care and treatment services to KP. CBA will implement the project focusing on Female Sex Workers (FSW) and Injecting Drug (IDU) and other priority groups in two (2) districts namely; Maseru and Leribe.

PRIMARY RESONSIBILITY:

The Project Officer under the supervision of the Project Manager, will be responsible for strengthening project activities from all points of care, for up- scaling comprehensive services for Female sex workers and IDU.  Ensuring the implementation of the IPC model, HTS and Referrals and Linkages for Care and treatment services. Responsibility includes, mentoring and supervising district staff and peer educators. Planning and facilitating trainings for the project target. And Representing Care for Basotho (CBA) at different HIV and AIDS forums.

KEY RESPONSIBILITIES:

  • Establish, Integrate and maintain strong relationships with other partners supporting HIV and AIDS/ TB activities at both community and district level.
  • Guide the development of ongoing structural health talks focused on HIV and AIDS, TB, STI Management, PMTCT and eMTCT and delivery by peer educators/ Field facilitators with the focus on key population.
  • Serve as primary point of contact for HTS activities for FSWs, IDU and other priority groups and their clients
  • Improve referral systems from all points of care to ensure delivery of comprehensive client focused HIV and TB/HIV care and treatment.
  • Develop and support Peer staff (FSW) and their networks with access to information (Legal. SRH and HIV).
  • Engage Peer staff as a mechanism to strengthen referral linkage to care following HTC, TB screening and STI screening.
  • Coordinate outreach activities to be performed by Care for Basotho Staff project staff.
  • Organize and facilitate meetings for Peer staff on Key Population programming.
  • Provide mentorship to Peer Educators during implementation of IPC model
  • Liaise with the project manager to draw training plans.
  • Work closely with the M&E Officer for data verification for project reporting.
  • Mentor peer educators to improve provision of adherence counseling and psychosocial support

KEY WORKING RELATIONSHIPS

 1. Internal: All CBA staff

 2. External: Other Partner Organizations, local and internal organizations.

EDUCATION & EXPERIENCE:

  • Degree in Social work / Pastoral Care and Counselling, public health or related field
  • 3 Years’ experience working in the field of HIV and AIDS, with public health experience. And also working with Key population, which includes Key Population programming approaches/ Strategies Experience working within the NGOs/CBO, iNGO sector, specifically in the HIV/AIDS or health-related fields.

SKILLS, ATTRIBUTES AND KEY COMPETENCIES

  • Excellent interpersonal, presentation, facilitation, mentoring and training skills.
  • Good analytical and report writing skills.
  • Excellent verbal and written communication skills. Fluency in English and Sesotho is required.
  • Ability and willingness to travel domestically and on short notice when necessary.
  • Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality.
  • Demonstrate ability to work with sensitively and companionably with a diverse range of clients including Key Populations.
  • Understanding Reproductive health issues especially HIV and AIDS.
  • Ability to liaise with MOH, and DHMT, NGOs, FBOs and CBOs
  • Good command of English Language, both written and spoken and presentation skills.
  • Must be computer literate in Microsoft, Excel, and Outlook.
