Job Description:

Project Implementation and Planning ​(35%)

  • Coordinate with Project Coordinator, Cluster Management and staff to ensure operational systems are in pace to support field activities
  • Timely implementation of Detailed Implementation Plans in compliance and alignment with donor and WV regulations
  • Take lead in district coordination and communication within team members as a means to effectively achieve program objectives
  • Utilize and ensure compliance to effective project management tools for implementation, work plan management, procurement, budget management and spending planning, quality assurance monitoring, beneficiary accountability, and programmatic and financial reporting at district level
  • Work closely with procurement and logistic to make sure project materials are procured and delivered to project sites in a timely manner to meet the project objectives.
  • Work with other Cluster Technical Leads, Cluster Managers and M&E to ensure timely, integrated high quality project implementation, reviews and oversight.
  • Supervise the district project team to ensure timely implementation of activities and attainment of set outputs, expenditure and management of burn rate.
  • Making pro-active efforts to improve quality of implementation based on reflections and learnings;
  • Provide capacity development needed by Project Assistants to achieve project activities.
  • Carry out spot check joint monitoring visits with M&E Officers to the field to ensure the rapid and efficient implementation of the program vis-à-vis approved plans
  • Ensure that the program implementation process by the Project Assistants and operations field teams is in accordance with quality standards and Humanitarian guidelines.
  • Work closely with M&E Officers to monitor progress, including routine monitoring and updating of District ITT, work plans, risk management plan, M&E plan
  • Provide technical guidance to Project Assistants and volunteers to build strong disaster management programming and development initiatives.
  • Provide training guidance and motivation for field officers and ensure conditions are optimal for them to perform their duties well
  • Coordinate and manage all activities of the project including community mobilization, training, procurement and utilization of input
  • Ensure the quality of the performance indicator levels on the program by conducting, on a periodic basis, activity quality assessments

District and Community Stakeholder Management ​(15%)

  • Ensure adherence to district coordination mechanisms for sustainable programing and strengthened exit strategies in alignment with DM standards, DM Act and National Policies and guidelines
  • Ensure participation in the district joint agency assessments, task force teams and workshops in relation to the project goals ·
  • Ensure participation and collaboration with relevant government ministries and other Humanitarian actors for optimal and a holistic approach to programming
  • Liaise with project stakeholder at district and community level to facilitate the provision of technical input and approvals for project components
  • Carry out regular joint monitoring visits to the field to ensure the rapid and efficient implementation of the program vis-à-vis approved plans.
  • Ensure that the program implementation process is led and implemented by the Project Assistants and operations field teams in accordance with quality standards and Humanitarian guidelines.

Monitoring, Reporting, Documentation and Knowledge Management ​(20%)

  • Ensure that the lessons learned in the recommendations for improvement incorporated in the program management reports are implemented by the field officers.
  • Ensure regular communication with M&E Officers and ensure that all program management reports are of high quality, respecting timeliness, accuracy and availability of required supporting documents.
  • Produce accurate and timely monthly, quarterly, semi-annual and all donor required reports
  • Ensure that all supporting documents are uploaded in the digital vault as created.
  • Ensure the Project Assistants adhere to case studies and impact stories processes and guidelines from commencement of implementation including photographs and videos of before and after.

Logistics, Budget and procurement management (15%)

  • Ensure timely procurement process in line with procurement and finance management policies
  • Ensure proper district budget tracking for consolidation with other areas of implementation to ensure alignment to good financial management practices
  • Produce procurement requisitions with the most accurate quantities and costs.
  • Ensure proper management of resources including vehicle management

People management (15%)

  • Demonstrate World Vision’s core values, vision and mission and core competencies in all aspects of the role.
  • Provide high quality leadership that can ensure a great culture of performance management, open and reliable relationship between staff members, integrity to facilitate harmonious and mutually accountable relationships between team members.

  • Provide capacity transfer to Project Assistants and volunteers to improve their community development implementation activities
  • Supervise, energize and motivate the program team and ensure staff capacity building in the area of work.
  • Periodically conduct intentional learning and reflection sessions to ensure program quality, impact and sustainability.

Minimum education, training and experience requirements to qualify for the position:

Education

  • Hold a bachelor’s degree in project management, rural development, disaster management and / or related disciplines.
  • Have at least 3-4 years of experience in project management and implementation of multispectral projects (DRR project work related experience is an added advantage)

Additional experience:

  • Have knowledge of Disaster Management and competence in disaster surveillance.
  • Have solid experience in programming of disaster management cycle and humanitarian guidelines
  • Have a very good experience with donor funded project management
