Job Summary
The Project Manager will provide strategic leadership and technical oversight for the implementation of the Regeneration of Landscapes and Livelihoods project, ensuring coordinated delivery across its four pillars: natural resource management, livelihood promotion, social empowerment, and financial inclusion. This role involves managing a multi-disciplinary team of technical experts and guiding the project toward its goal of regenerating landscapes and improving rural livelihoods in Lesotho.
In addition, the Project Manager will be responsible for coordinating and monitoring project activities, managing relationships with partners and stakeholders, and ensuring alignment with the ROLL Theory of Change and Graduation Model. The role will contribute to advancing Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable by delivering high-quality programming and continuously improving project impact.
Roles and Key Responsibilities
- Lead and coordinate the implementation of ROLL Components A (Regeneration Coalition Facility), B (Regeneration Opportunities Fund), and C (Project Management), ensuring alignment with the Graduation Model and Theory of Change.
- Provide strategic oversight and technical guidance to five thematic experts: Natural Resource Management, Financial Literacy, MEAL, Social Cohesion, and Agriculture & Livelihoods.
- Manage technical, budgetary, monitoring, and reporting activities throughout the project cycle—start-up, implementation, and close-out—ensuring compliance with donor and organizational standards.
- Facilitate coalition building among diverse resource user groups and support participatory landscape planning and development.
- Ensure integration of gender equality, youth engagement, and social inclusion across all project activities.
- Effectively manage talent and supervise project staff, including coaching, performance management, and recruitment support.
- Oversee the development and implementation of landscape development plans and community-based interventions.
- Support learning and accountability by coordinating evaluation activities and applying adaptive management based on MEL findings.
- Foster and strengthen partnerships with government ministries, traditional leaders, community councils, development partners, and local organizations.
- Represent the project in donor forums, UN and INGO working groups, and with relevant stakeholders at national and community levels.
- Ensure availability and efficient use of financial, material, and human resources for quality project implementation, including budget reviews and partner financial reporting.
- Identify capacity-building needs for staff and partners and coordinate technical assistance to support quality delivery.
- Promote knowledge sharing, policy engagement, and innovation across project components.
Required Qualifications
Master’s degree in:
- Sustainable Land Management
- Climate Change Adaptation / Environmental Management
- Agroecology / Agricultural Economics
- Relevant grant management experience
- Ability to contribute to the development of technical proposals, a plus.
- Minimum of 5-8 years of work experience in project management, ideally in the field of Integrated Landscape Management and Rural Livelihoods Programming and for an NGO.

- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
- Critical thinking and creative problem-solving skills with ability to make sound judgment.
- Strong relationship management skills and the ability to work effectively with local stakeholders. Representation abilities.

Required Languages: Sesotho and English
Travel: include percentage of required travel, if applicable. Must be willing and able to travel up to 35 %.
