POSITION: PROJECT MANAGER

SUMMARY

CBA is a local, humanitarian, development and non-governmental organisation whose mandate is to assist the Lesotho Government of Lesotho in pushing back the frontiers of poverty through various interventions including Natural Resource Management; Economic Empowerment particularly for women and girls; Food security and Livelihoods; and of course, HIV& AIDS prevention, care and support.

CBA with the support from, FHI360 will be implementing the Key Populations (KP) programs.  The project aims to strengthen the HIV prevention and care interventions for key populations (KP) through enhancing the capacity of the KP-led and KP-competent organizations to plan, deliver and optimize HIV prevention, care and treatment services to KP. CBA will implement the project focusing on Female Sex Workers (FSW) and Injecting Drug (IDU) and other priority groups in two (2) districts namely; Maseru and Leribe.

PRIMARY RESONSIBILITY:

The Project Manager  under the supervision of the Executive Director , will be responsible for supporting  enhanced access to differentiated care for Key Populations (KPs) reached within the program; and for leading the provision of active HIV case management services to ensure that key populations (KPs) reached, particularly those living with HIV, have timely access to comprehensive medical care and psychosocial support services to attain enhanced continuity in care and to prevent disease transmission and delay HIV progression; have increased knowledge of HIV disease and are personally empowered; and, attain improved health outcomes and quality of life.

The Project manager will also be responsible overseeing all programme implementation and ensuring provision of supportive supervision, trainings, mentoring and coaching of project staff to enhance skills and competencies for project performance. And will be responsible for collaborating and networking with both HIV clinical partners and the Ministry of Health (MOH) at district and National level. Participate as member of the technical working groups under the Ministry of Health. Mobilise funds for the project through Project Proposal writing and submit them to development partners, so as to address gaps identified through project implementation.

KEY RESPONSIBILITIES:

  • Lead technical, budget management, monitoring and reporting activities through most of the project cycle in line with agreed CBA standards, requirements, and good practices.
  • Establish and maintain a strong relationship with District Health Management Team (DHMT), FBOs, CBOs and NGOs responsible for Key Population, psychosocial to HIV, TB/HIV positive Female Sex Workers and their clients in CBA supported districts (Maseru and Leribe).
  • Strengthen and develop activities addressing Key Population on Interpersonal communication model, adherence and Retention. And 3CP Model
  • Strengthen networking systems with other Clinical partners who are focusing on HIV and AIDS/ TB issues.
  • Implement MOH approved Referrals and Linkage Protocol in the Three supported facilities, as part of the broader National HIV and TB guidelines and SOP’s
  • Liaise with the Clinical partners (EGPAF, JHPIEGO, AHF, BAYLOR and DHMT) program managers to strengthen and monitor program activities and based on the annual work plan
  • Support the Director to identify potential partners through Project proposal writing
  • Guide development of ongoing structural health talks focused on HIV, AIDS, STI management, eMTCT and TB, for the implementation of the IPC model and other project activities for sex workers.
  • Submit monthly and quarterly reports to the Director/designate and prime partner.
  • Ensure regular monitoring and evaluation of activities and assess program performance
  • Serve as a primary manager and performance supervisor for a team of 10 people, including 33 Peer staff for the three districts
  • Capacitate the technical team on differentiated model of Care on support of the clinical partners and MOH.
  • Identify and Recruit Peer staff and be part of recruitment of project staff
  • Develop SOPs for the project for good performance
  • Be responsible for project Budget and review on monthly basis as a project holder
  • Translate training materials, SOPs from English to Sesotho for the Peer staff
  • Lead in organizing trainings for the Peer staff in the three districts
  • Lead and oversee provision of ongoing coaching, mentoring and supportive supervision to all program and peer staff to strengthen staff performance as necessary to meet the monitoring objectives and to ensure availability of high-quality program data.
  • Support the project staff on daily, weekly and monthly data verifications, and quarterly internal data quality audits, to identify, document and resolve systemic problems affecting data quality. to meet the CBA requirements.

REPORTING (DAILY, WEEKLY, MONTHLY QUARTERLY AND ANNUALLY)

  • Provide mentorship to project staff on development of project reports
  • Review and submit weekly reports to both the Director and Prime partner on weekly basis as required
  • Review weekly and monthly reports submitted by the project staff
  • Work hand in hand with the M&E Officer in convening weekly and/or monthly program internal review meetings among program, peer and support staff to facilitate critical reflections on program results; and, joint action planning for performance improvements;
  • Work with the M&E Officer to prepare and submit weekly and monthly progress/narrative reports in line with the program’s reporting requirements;

KNOWLEDGE & TALENT MANAGEMENT AND ORGANIZATIONAL EXPECTATION

The Project manager will be responsible for leading the knowledge & talent management and learning processes within the organization. The responsibilities will include:

  • Oversee the project implementation through routine tracking and documentation of lessons and best practices from all the program sites, including documentation of stories, pictures, and reports;
  • Lead the planning and implementation of wider dissemination activities to promote sharing of lessons and best practices within and outside the organization in support of the M&E Officer, Nurses, Data Clerks and Project Officer.
  • Identify staff capacity needs and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation. 

KEY WORKING RELATIONSHIPS

 1. Internal: All CBA staff

 2. External: Other Partner Organizations, local and internal organizations.

EDUCATION & EXPERIENCE:

  • Bachelor’s Degree in Social sciences, public health, social work or related required with at least 5 years relevant and proven experience.
  • Master’s degree in social work, public health or related social science equivalent with 2 years’ experience is an added advantage
  • At least 2 years’ experience managing Key population projects
  • Experience working within the NGOs/CBO, iNGO sector, specifically in the HIV/AIDS or health-related fields.
  • Experience working in the field of HIV and AIDS, with public health experience. And also working with Key population, which includes Key Population programming approaches/ Strategies.
  • Ability and willingness to travel domestically and on short notice when necessary.
  • Experience in working in Prevention and Care and treatment project for HIV and TB/ HIV.
  • Experience in developing training manuals and SOPs

  • Good command of English Language, both written and spoken.
  • Must be computer literate in Microsoft, Excel, and Outlook.
  • Must be willing to work with Key populations networks and groups (specifically FSW, and IDU)
